At the close of the election the inspectors were to count the votes immediately, and make duplicate returns to the presiding officer of the district, who was to transmit the same, "by the most safe and rapid conveyance, to the Secretary of State." At the same election votes were to be cast for a governor, lieutenant governor, members of the state Legislature, and two members of Congress. The Legislature, providing the constitution were adopted, was to meet at the capital (San José) on the 15th of December. A president pro tempore was to be elected by the Senate until the lieutenant governor was installed in office. Two senators to Congress were to be chosen by the Legislature within four days after its organization.1
