where the indicator of a spring scale had been detached and the dealer was able to move it to any desired position. The scale used by junk peddlers some years ago has been outlawed, for by means of one large hook and one small hook and ring the manipulator was able to make the scale read much less than the true weight of the object weighed. These scales are sometimes found now concealed in the wagons of junk peddlers.

OHIO

City Commissioner of Cleveland reported 119 violations of the Weights and Measures law in one month. 44 dealers were warned and 182 scales and measures condemned. Prosecutions were started against two bakers, five coal dealers, a grocer and a butcher. Fines were assessed in all but two cases.

VERMONT

The Vermont weights and measures department points out that a recent Vermont law requires that the containers of maple syrup must have plainly marked the amount of the contents either in weight or in measure. The syrup must weigh 11 pounds to the gallon. It is only their right, therefore, that customers should insist on seeing the container plainly marked with the exact contents before they make a purchase.

WISCONSIN

Phil Hoppe, proprietor of a grocery store at Green Bay, was fined $50 and costs of $6.63 for selling lard short weight. According to a statement made in court by Sealer J. A. Flanigan, packages had been found on three previous occasions, in Hoppe's store, that were short weight.

Work has been started to install a new railroad type truck scale at the Haymarket. The scale was purchased last fall but winter set in so early that it was impossible to get it set. Check of coal will be given much more attention now than has been the custom.

EDITORIALS

The Thirteenth Annual Conference of Weights and Measure will be held in Washington at the Bureau of Standards, May 24th to 27th inclusive, 1920.

All State and local Weights and Measures Officials are cordially invited to be present. Also manufacturers of apparatus and persons engaged in weights and measures work for firms, corporations, associations, etc., will be welcomed to the meeting as visitors, but none will be accorded the priviledges of the floor, except upon invitation or by

vote.

The main objects of the Conference are to secure uniformity in weights and measures standards and laws and in the enforcement thereof, and the highest degree of efficiency in weights and measures inspection work; the ultimate aim being to secure just weight and measure to the consumer, and fair and honest competition among the merchants themselves. It is also concerned with the fundamental requirements and principles upon which the work should be conducted.

At the last meeting the Conference discussed and tentatively adopted specifications and tolerances for liquid measuring pumps, particularly those used in the sale of gasoline. These will receive further consideration at the coming meeting and it is expected that final action will be taken in this important field of recognition.

Among other features which will probably be included in the program will be

a

discussion on proposed legislation, Federal and State, on the subject of weights and measures; papers on and demonstrations of particular interest arising in problems in connection with work in the field; the standardization of containers and the marking of commodities in package form; legal problems commonly arising in the enforcement of weights and measures laws; methods of detecting frauds; practical education in weights and measures, etc.

The manufacturers of weighing and measuring apparatus are invited to exhibit their products, and it is expected that a large display will be presented. Opportunity will thus be afforded the delegates to have demonstrated to them the latest developments in apparatus and to have explained any features of construction, operation, adjustment, upon which they desire information. This should prove a very interesting and in

Three complaints filed are still pending in City Court.

I find the merchants and all other business men are much more interested and careful in regard to giving correct weights and measures; they are watching their scales, pumps, etc., much more than they did ten months ago.

We now have a new State law regarding butter. Hereafter it shall be sold in the following quantities, only: one quarter pound or four ounces, (net); one half pound or eight ounces, (net); one full pound or sixteen ounces, (net). It shall be unlawful for any one in this State to engage in the business of selling butter in packages of any other weight. This law does not apply to butter sold in bulk. Yours very truly,

Honorable Wm. T. White, State Supt. Weights and Measures, Albany, New York. Dear Sir:-We have recently made an inspection of "Carmelo" brand of sardines packed by the South Coast Canning Company of Long Beach. It appears that this brand of sardines was packed for Austin, Nichols & Co., of New York, and were shipped to them. There were only a few cases at the packing plant which have been confiscated by the Los Angeles Sealer. Our inspection shows that the contents approximated three ounces in deficiency of the declared contents.

I regret exceedingly that these sardines left the state and hand you this information for such action as you may deem proper. The shipment has not been apprehended by the federal authorities o1 this department would have been advised.

Under date of January 19th we obtained a conviction against several canprehended by the federal authorities or the Net Container Act and at the present time have 18,000 cans under condemnation which are being relabeled under court order.
