Mr. Heath came into office-signed consent form. Works
at NARF, 14 August-date of injury. 45 COP would leave
him ready for compensation on 19 Sept. Back injury.

Called Mrs. Ward, Safety at NARF. paperwork was sent to
OWCP 24 September. Has 18 1/2 years at NARF

Mr. H. called. Received check for 11 days--19 Sept to 3 Oct.
This was fast work.

Mr. H. called again. Has not received any more compensation.
I called Mr. Hammond, District 25. He will call me back.

Mr. H. called. Received check for $733.84 for four weeks
compensation.

Mr. H. called to advise that compensation check arrived on Xmas Eve. Although they are slow to arrive, the delay in this instance has not been excessive.

CASE CLOSED

Mr. H. called to advise that his disability retirement had been approved. Gave me his CSA number. Told him not to worry about an overpayment as Labor would advise CSC that he is on compensation for wage loss and disability annuity would not be sent.

Mr. H. has asked for assistance with a hearing loss claim. Mr. H. advises that he has changed from high option to low option on health benefits. I assured him the change would be made reflecting difference in deductions at OWCP.

Mr. H. called to say he had been hospitalized for three operations. Had received a letter from Mr. Prewitt requesting further information on hearing loss and has already sent the information back. Also, tells me that his physician's bills have been denied payment as his policy has been terminated. Claims his hospital bill went through, however.

Called Blue Cross/Blue Shield of Va. in Richmond, Spoke to Jean Cox. Informed that the hospital bill has not yet been paid. Mr. H. must have received a statement which he thought was receipt. Mrs. Cox will see why his policy was terminated. This is a Government Health Policy and something must have gone wrong when he changed from high to low option.

check. Still taking out for high option. Mr. Heath brought
in letter from BC/BS to OWCP advising of the change, dtd. 8 Dec.

Mr. H. said he had submitted the health benefits papers to
Mr. Taylor at NARF. Called Mr. Taylor. He apologized. Said
he had sent paperwork to CSC instead of OWCP. CSC should send
it on to OWCP. Will check further.

Mrs. Gunter, NARF Civilian Personnel Office, called. Said she had talked to Mrs. Wilson, OWCP Payroll Section. The 2810 form was in her office but had not been processed as yet.

Called Mr. H. Told him to call his doctors and the hospital and advise to resubmit in two weeks.

Mrs. Wilson called. Told me that the form 2810 was in mail today to BC/BS so bills could be authorized for payment.

Mr. H. called. Received hearing loss check but not regular comp. check. Did receive notice asking him to state if he had received any wages in 1976 but had returned the letter stating NO. Has appointment at Public Health Hospital on 23 Feb. for back. Called District 25. Mrs. Newkirk is the claims examiner for his comp case for wage loss. She claims his authorization for check was sent to Treasury on 2 Feb.

No check as yet. Called Mrs. Newkirk. Not in--left message.

Mrs. Newkirk called. Health benfits have to be recomputed again.
She will go to payroll and get back to me.. He should get

a check within 6 10 days..Next check should be $814.09
reflecting 4.2% increase in COL retro to 1 Nov. Thereafter, he
will get $784.92 net from then on.

Mrs. Newkirk called. Thinks error is still in Payroll. Will call
back. Did call back and advised that it was Payroll's fault.

They would correct error and send out supplemental check. Called
Mr. H.

Mr. H. called. Finally got supplemental check for $32.40.
He should be straightened out now.

COMMENTS ON THIS CASE

Mr. Heath has experienced decent treatment and very sloppy
treatment on his claims through District 25. His compensa-
tion checks for wage loss in 1975 were delayed somewhat but there
certainly wasn't too much delay. His hearing loss claim
sat in District 25 office far too long before being sent on
to the Hearing Loss Task Force. However, once Mr. Prewitt
received the file, a decision was prompt. The health benefits
mess was comical to say the least. It should have been process-
ed in the Payroll Section and not allowed to sit on someone's
desk. The threatening letters that Mr. Heath received from the
hospital and doctor's offices really upset him. Further dis-
tress was caused when no one seemed to know where his paperwork
was until it was finally located in payroll.

Initial appointment with Mrs. Boyles regarding compensation' claim. Mrs. Sutton was injured 8 Apr 75 and as of 7 May 76 had only received her claim number.

Copy of our letter to OWCP regarding Mrs. Sutton's claim for
compensation and reimbursement for medical expenses she had al-
ready paid to stop the harrassment for payment. OWCP should have
paid these expenses in a timely manner so that Mrs. Sutton would
not have had to tie up her resourses or be subjected to the
harrassment.

OWCP acknowledged receipt of our letter referenced above.

Copy of letter from OWCP regarding Mrs. Sutton.
graph states that although Mrs. Sutton's injury occurred in Apr
75, that office had no record of report of injury until 6 Feb 76.
The Post Office, where Mrs. Sutton is employed, states that the
reports were filed promptly. Copy of letter from OWCP was for-
warded to Mrs. Sutton on 7 Aug 76.

Copy of our letter to OWCP forwarding copies of medical bills
for which Mrs. Sutton was to be reimbursed. Note the letter
from the Postmaster of Virginia Beach is dated 19 Mar 75.

Interim reply from OWCP acknowledging receipt of above referenced
Letter.

Copy of letter from OWCP adiving that Mrs. Sutton must submit itemized receipted medical bills in a certain prescribed manner. Copy of letter forwarded to Mrs. Sutton on 20 Nov 76. OWCP could have furnished this guidance much earlier and prevented such a long wait. This was 6 months after our initial contact.

Mrs. Sutton advised by telephone that she had finally received the last check for reimbursement.

Signed consent form from Mrs. Sutton.

NOTE: Although this claim has been settled, it presents a
typical example of the manner in which claims are handled by OWCP.
The employees of OWCP seem to have no compassion whatsoever for
the needs of the claimants.

Mr. Parsons contacted our office March 8, 1977. His back was injured in a fall on July 26, 1976 and he also sustained a crushed elbow. was hospitalized August 12, 1976. He is employed by the Public Works Department at the Naval Air Station, Norfolk, Virginia. On compensation since injury, but has received no compensation since December 2, 1976.

Letter sent to OWCP from our office requesting information on Mr. Parsons claim.

Received interim reply from OWCP dated March 24.

Telephoned Mr. Hickey, OWCP, for information.

Mrs. Duckett from OWCP called but had no information on
Mr. Parsons' claim.

Our office sent another letter to OWCP.

Mrs. Parsons called our office to see if we had any news
as to when Mr. Parsons could expect to receive a check.
Their financial situation is very bad, since it has been
so long since Mr. Parsons has received any money. They
did have some savings, but it has been depleted and they
are beginning to worry. They have not called the office
to check on the situation often, but are getting concerned.
Called Mr. Hickey's office. Was told that Mrs. Jefferson
was handling this claim and she would be calling me back.

NO CORRESPONDENCE FROM OWCP SINCE ACKNOWLEDGMENT OF MARCH 24.
