Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That, subject to the retention by Congress of the ultimate 4 legislative authority over the Nation's Capital which is 5 granted by the Constitution, it is the intent of Congress to 6 restore to the inhabitants of the District of Columbia the 7 powers of local self-government which are a basic privilege 8 of all American citizens; to reaffirm through such action 9 the confidence of the American people in the strengthened 10 validity of principles of local self-government by the elective 2 1 process; to promote among the inhabitants of the District the 2 sense of responsibility for the development and well-being of 3 their community which will result from the enjoyment 4 of such powers of self-government; to provide for the more 5 effective participation in the development of the District 6 and in the solution of its local problems by those persons 7 who are most closely concerned; and to relieve the National 8 Legislature of the burden of legislating upon purely local 9 District matters. It is the further intention of Congress to 10 exercise its retained ultimate legislative authority over the 11 District only insofar as such action shall be necessary or 12 desirable in the interest of the Nation.
