By chapter 53, section 1, of the laws of 1984: For services and expenses related to implementing the provisions of chapter sixty-one of the laws of nineteen hundred eighty-three which established the homeless housing and assistance program as added by article 2-A of the social services law. In addition to the report due on February first, nineteen hundred eighty-four, pursuant to the provisions of chapter sixty-one of laws of nineteen hundred eighty-three, the commissioner shall prepare a final report on the operation of and the obligations under the state's homeless housing and assistance program during state fiscal year 1983-84 and quarterly reports for state fiscal year 1984-85. The final reports shall be submitted to the senate majority leader and the speaker of the assembly no later than July first, nineteen hundred eighty-four, and quarterly reports shall be submitted within thirty days of the close of the quarter. No expenditures shall be made from this appropriation until the department has submitted the final reports for state fiscal year 1983-84 as required herein. The commissioner of the department of social services shall also prepare a statewide plan for the state's homeless population in consultation with the commissioners of the division of housing and community renewal and the office of mental health and the director of the division for youth. The plan shall be submitted to the senate majority leader and the speaker of the assembly by September first, nineteen hundred eightyfour. No part of this appropriation shall be available until a certificate of approval of availability shall have been issued by the director of the budget and a copy of such certificate filed with the state comptroller and the chairmen of the senate finance committee and assembly ways and means committee. Such certificate may be amended, subject to the approval of the director of the budget, and a copy of each amendment shall be filed with the state comptroller and the chairmen of the senate finance committee and the assembly ways and means committee. Notwithstanding any other provision of law, the amount made available shall not be required to be paid into the homeless housing and assistance fund and may not be interchanged with any other item within this schedule .........(re. $20,000,000) By chapter 61, section 3, of the laws of 1983, as amended and reappropriated by chapter 53, section 2, of the laws of 1984:

The sum of twelve million three hundred thousand dollars ($12,300,000), or so much thereof as may be necessary, is hereby appropriated out of any moneys in the state treasury in the general fund to the credit of the local assistance account, not otherwise appropriated, for expenditures pursuant to article two-A of the
