ployment and training program who are
receiving assistance under the aid to
dependent children program shall be exempt
and disregarded in determining need
for
such assistance in accordance with federal
law and regulations or pursuant to waiver
of such law and regulations. The commis-
sioner of social services shall, within
thirty days of the enactment of this chap-
ter apply for appropriate federal waivers
to exempt and disregard wages and income
earned by participants in such program who
are receiving assistance under the aid to
dependent children program, in determining
the need for such assistance. Copies of
the waiver shall be filed with the chair-
men of the senate finance committee and
the assembly ways. and means committee.
Wages and income earned by participants in
such program, who are receiving assistance
pursuant to the home relief or veterans
assistance program shall be exempt and
disregarded in
in determining need for such
assistance. Such income and wage exemp-
tions and disregards shall be allowed, if,
and as long as, federal financial partici-
pation is available. No more than five
percent of the total monies available pur-
suant to this appropriation shall be
retained by the department of labor for
administration including program monitor-
ing and fiscal auditing, provided further
that all remaining monies shall be made
available by the department of labor for
employment and training programs. Sixty
percent of the monies available for em-
ployment and training programs pursuant to
this appropriation shall be allocated to
fifty percent urban and fifty percent
rural service delivery areas for the pur-
poses of providing in-school youth em-
ployment and training programs for disad-
vantaged youth 16 through 18 years of age,
who agree to meet certain school atten-
dance and performance standards. Pref-
erence shall be given to students who
at risk of dropping out of school. Partic-
ipating youth may be employed for a maxi-
mum of 1,000 hours per year for up to one
year, with wages subsidized at fifty per-
cent out of monies appropriated herein.
