By chapter 50, section 1, of the laws of 1984: For services and expenses of the division for youth and its contractors for the operation of programs designed to prevent juvenile delinquency and promote youth development. These monies, subject to the limit of this appropriation, shall be made available through direct contract to private not-for-profit community agencies and to public agencies where it is documented that private not-for-profit community agencies are not available to provide needed services. Of the amount appropriated herein, one-half of the amounts allocated for juvenile delinquency delinquency and youth development projects shall be made available to community agencies in cities with populations greater than three hundred fifty thousand (350,000) and one-half shall be made available to community agencies in counties outside the city of New York based on a statewide allocation formula determined by each county's eligibility for comprehensive planning funds as a proportion of the statewide total provided under paragraph a of subdivision 1 of section four hundred twenty (420) of the executive law. Monies made available to eligible community agencies in cities with populations greater than three hundred fifty thousand (350,000) shall be allocated by the director of the division for youth subject to the approval of the director of the budget. The director of the division for youth shall issue guidelines subject to the approval of the director of the budget specifying appropriate application procedures and program criteria for contracts funded under this appropriation. Agencies not located in cities with populations greater than three hundred fifty thousand (350,000) shall be required, in accordance with criteria promulgated by the director of the division for youth, to submit their proposals to the local youth bureau for its approval. Copies of such procedures, guidelines, program criteria shall be submitted to the chairman of the senate finance committee and the chairman of the assembly ways and means committee prior to the expenditure of this appropriation. Local youth bureaus shall submit proposals received from eligible community agencies and approved for funding to the director of the division for youth for final funding determinations... 6,453,500

The moneys herein appropriated are to be available within the amount appropriated for services and expenses including contractual services.

The moneys hereby appropriated shall be apportioned by the director of the budget provided, however, that no expenditure shall be made hereunder until a certificate of approval has been issued by the director of the budget and a copy of such certificate filed with the state comptroller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee... 5,000,000 .. For the costs associated with decontaminating and rehabilitating the Binghamton State Office Building and for providing alternative office space for the state agencies displaced from the State Office Building and related expenses for apportionment to those departments and agencies as may be required. Notwithstanding any other provision of law to the contrary, an amount of this appropriation not exceeding sixty thousand dollars ($60,000) shall, subject to the approval of the director of the budget, be available to the state for the reimbursement of state employees for losses of their personal property in the Binghamton State Office Building. Such reimbursement shall be based upon application therefore submitted by employees in such form and containing such terms as may be prescribed by the commissioner of general services and shall be payable upon audit and warrant of the state comptroller in amounts determined to be appropriate by the commissioner of general services and approved by the director of the budget. No payment out of the funds hereby appropriated shall in any respect constitute or be construed as, nor shall it be admissible in any action, proceeding or forum as evidence of, an acknowledgement or admission of any liability or responsibility of the state, its officers or employees, for the fire at the Binghamton State Office Building on February 5, 1981 or any consequences thereof (re. $5,600,000)

COMMUNITY ANTI-CRIME PROGRAM

By chapter 50, section 1, of the laws of 1983, as reappropriated by chapter 50, section 3, of the laws of 1984:

Maintenance undistributed

For services and expenses related to community anti-crime programs for all state departments and agencies and localities. Notwithstanding any other provisions of law, the director of the budget is hereby authorized to transfer to the local assistance account of the general fund for payment of state aid to localities in such amounts as he may deem necessary to carry out program requirements.

In

the event that federal justice assistance act funds become available for community anti-crime programs, the moneys hereby appropriated may serve, in whole or in part, as required cash match for such programs.

The moneys hereby appropriated shall be apportioned by the director of the budget pursuant to a chapter of the laws of 1983; provided, however that no expenditure shall be made hereunder until a certificate of approval has been issued by the director of the budget and a copy of such certificate filed with the state comptroller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee ..(re. $382,000)

Notwithstanding any other provisions of law, the director of the budget is hereby authorized to allocate to all state departments and agencies of the executive branch and to transfer to the local assistance account of the general fund such amounts as he may deem necessary to provide for program requirements.

No expenditure shall be made hereunder until a certificate of approval has been issued by the director of the budget and a copy of such certificate filed with the state comptroller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee according to the following:
