By chapter 50, section 1, of the laws of 1984: For services and expenses in providing restitution to overcharged petroleum consumers from funds received in connection with the federal petroleum overcharge cases, through implementation of restitutionary programs to meet the terms and conditions specified by the United States department of energy or a court in petroleum overcharge consent orders or other orders.

Notwithstanding any

other provisions of law, the state energy office shall prepare restitutionary plans required to be submitted to the United States department of energy or a court as a condition to the receipt by the State of petroleum overcharge funds, which which plans shall be consistent, to the maximum extent practicable, with the following schedule of restitutionary programs; and provided, further, that no expenditure shall be made hereunder until a certificate of approval has been issued by the director of the budget and a copy of such certificate filed with the state comptroller, the
