Notwithstanding the provisions of section 5 of section 1 of the chapter 525 of the laws of 1983, the agency is authorized after March first, nineteen hundred eighty-five to reapportion any amount of an apportionment otherwise due an eligible county if the agency determines that it cannot obligate such amounts within the state fiscal year beginning April first, nineteen hundred eighty-four for training programs within such eligible county.
