INTERCOURSE WITH FOREIGN NATIONS.

Since the publication of the preceding volume, the following chang have taken place in the foreign misssions of the United States:

Edward Livingston, late Secretary of State, has been appointe Envoy Extraordinary and Minister Plenipotentiary to France, and has arrived at Paris, with Thomas P. Bartou, Secretary of Legation James Buchanan, late Envoy Extraordinary and Minister Plenipotentiary to Russia, has returned to the United States, and has left J. Randolph Clay, Secretary of Legation, acting Chargé d'Affaires at St. Petersburg. Thomas P. Moore, late Euvoy Extraordinary and Minister Plenipotentiary to Colombia, has returned home; and his place has been supplied by the appointment of Robert B. M‘Afee, Chargé d'Affaires, who has been accredited to New Granada Charles G. De Witt, has received the appointment of Chargé d'Affaires to the Republic of Central America Francis Baylies, late Chargé d'Affaires to Buenos Ayres, has returned from that country, but no appointment has been made to supply his place.

The Pay of Ministers Plenipotentiary is 9,000 dollars per annuni salary, besides 9,000 dollars for an outfit. Secretaries of Legation receive 2,000 dollars, and Chargés d'Affaires, 4,500 dollars per annum.

Consuls to Barbary are more of Diplomatic than Commercial Agents, not only as it regards their vocation, but also as it respects their compen sation. They receive regular annual salaries; and their pay does not in the least depend on fees. Consuls of the United States, generally so called, are, in effect, Agents for Commerce and Seamen. They receive no yearly salaries, (except at Paris and London, where they have an annual salary of $2,000) and their compensation is derived from the fees which are allowed by law Consuls of the United States, for commercial purposes, are regularly admitted and recognised, as to their official functions, in the ports of Europe, but in the colonies of the European nations, agents for Commerce and Seamen mostly exercise the duties of their stations under courtesy, without any formal recognition.

In their public capacity Consuls and Agents for Commerce aud Seamen are principally occupied in verifying in different forms, the legality of the trade of the United States with foreign nations, and in relieving and sending home American Seamen, who, by accident or misfortune, are left destitute within the jurisdiction of their several consulates or agencies. Consular Agents, though not recognised by law, have, in some cases been made by our Ministers abroad for special and temporary purposes; but Commissions for these appointments are not granted by the United States.

FOREIGN MINISTERS IN THE UNITED STATES.

During the past year, the following changes have occured in the Foreign Missions to this country:-Sir Charles R. Vaughan, Envoy Extra'ry and Min. Plen. of Great Britain, in the place of r. Bankhead, Chargé d'Affaires; Baron De Krudener, E E. and M. '. of Russia, in the place of Baron Sacken, Chargé d'Affaires; M. Adr. Martini, Chargé d'Affaires of the Netherlands, in the place of R. Huygens; D. Joaquin Maria de Castillo, Chargé d'Affaires of Mexico, in the place of Sr. Yturbide; D. Cavalcanti d'Albuquerque, Chargé d'Affaires of Brazil, in the place of Mr. Ribeiro; Chevalier S. Lorich, Chargé d'Affaires, ad int. of Sweden, in the place of Mr. Ankarloo, absent on leave; Don Francisco Tacon, late Minister Resident of Spain, has been promoted to the rank of Envoy Extraordinary and Minister Plenipotentiary, and has been recognised as such by the President.

For the protection of the persons of Foreign Ministers, by the act of 30th April, 1790, it is provided that if any wit or process shall at any time be sued forth or prosecuted by any person or persons, in any of the courts of the United States, or in any courts of a particular State, or by any judge or justice therein, respectively, whereby the person of any ambassador, or other public minister of any foreign prince or State, authorize and received as such by the President of the United States, or any domestic, or domestic servant, of any such ambassador or other public minister, may be arrested or imprisoned, or his, or their goods or chattels be distrained, seized, or attached, such writ or process shall be deemed and adjudged as utterly null and void, to all intents, constructions, and purposes, whatsoever.

In case any person or persons shall sue forth or prosecute any such writ or process, such person or persons, and all attorneys or solicitors prosecuting or soliciting in such case, and all officers executing any such writ or process, being thereof convicted, shall be deemed violators of the laws of nations and disturbers of the public repose, and imprisoned not exceeding three years, and fined at the discretion of the court. But no citizen or inhabitant of the United States, who shall have contracted
