French Convention with feveral German Princes.

9th Vendemiaire, 9th Year of the Republic (1ft Ö‡. 1800).

BONAPARTE, Firft Conful of the republic, having feen the convention concluded at Afchaffenbourg, between General Augereau, General in Chief of the Batavian army, and the hereditary Prince of Ifembourg, the 28th of laft Fructidor, approves that the faid convention fhould be executed according to its tenour; in confequence, he decrees,

Art. I. The ftates and poffeffions of the Prince and Counts of Ifembourg fhall enjoy the benefit of the neutrality.

II. The ftates and poffeffions of the Counts of. Weteravia, and particularly thofe of the Landgrave of Heffe-Hómbourg, of the Prince of Anhalt-Bernbourg-Haym, of the Prince of NaffauUfingen, of the Prince of Naflau-Weilbourg, of the Prince of Neuwied, of the Prince of Wiedrunkel, and thofe of the Princes and Counts of the names of Solms, of Stolberg, of Wittgenstein, and of Wefterbourg, fhall be alike treated as neu tral countries.

III. The Minifter of War fhall take care of the execution of the prefent decree*.

The Moniteur of the 19th Nov. contains the following obfervations: "Some perfons having feen in the foreign journals copies of treaties con. cluded by General Augereau with feveral princes on the right bank of the Rhine, and not having found them in the official journal, have entertained doubts refpecting the authenticity of thefe publications of the German gazettes. We are confidently affured that General Augereau was authorized to treat with those princes; that he has really treated with them, and that his conventions have been fully approved by government. It is, nevertheks, true, that only one of them has received the formal ratification and fignature of the First Conful; it is that made with Prince Ifembourg, who is alfo director of the college of the counts of Weteravia. It is perhaps in this his character of prince, perhaps alfo on the priority of his accommocation, that this diftinction is founded. But as all the princes of this country, whofe inhoftility has been verified by General Augereau, are in the fame fituation as Prince Ifembourg, and as all had the recommendation of the court of Berlin in their favour, which still more determined the benevo lence of the government, the First Conful has regarded the neutrality granted to the Prince Director of the college of the counts of Weteravia, as one granted in common to all the members of this college; and we find, that this extended conftruction has authorized General Augereau to deli yer to each of them a diploma of individual ratification, although, in fact, there is only one which is a general one, viz, the above.”

Treaty

Treaty of Peace concluded by General Augereau with the two reigning Princes of Wied.

THE First Conful of the French republic, confidering that the principalities of Wied-Neuwied and Wiedrunkel have withdrawn their contingents from the army of the Empire, and that they have obferved a ftrict neutrality during the prefent war, and that, on this account, they ought to enjoy the advantages which the treaty of Bafle fecures to all ftates of the Empire fulfilling thefe conditions; and, laftly, that the faid principalities have conftantly oppofed the armaments in mafs, as well as the affemblies of emigrants-Citizen Augereau, General in Chief of the army of Batavia, authorized by the French government to treat with the fovereign ftates of Germany, on one part, and the Counsellors Hachenberg and Cramer, provided with full powers by the Princes of Wied-Neuwied and Wiedrunkel, on the other part, have concluded the following articles

I. There fhall reign friendship and good understanding between the French republic and the Princes of Wied-Neuwied and Wiedrunkel.

II. The countries of Wied-Neuwied and Wiedrunkel, with all the poffeffions thereto belonging, fhall be treated by the generals commanding the armies of the French republic, and thofe of her allies, as in friendship with the republic, in the fame manner as the territories of Pruffia and of the Landgrave of Heffe-Caffel.

III. In confequence of the preceding article, the generals commanding the French armies, and those of the allies of the republic, fhall exempt the territories of Wied-Neuwied and Wiedrunkel, from all requifitions, contributions, and military burdens. The troops by which they are now occupied hall evacuate them immediately.

IV. Should the military operations make it neceffary for the French troops to march through or to make a ftay in these countries, the generals commanding the armies of the French republic and thofe of her allies, fhall not demand any article whatever, without having previously made the neceffary arrangements with the governments of thofe countries refpecting the wants of the armies. These governments will only have to furnish fuch articles to the army as a loan to the French government, referving to themfelves the right of deinanding payment from the French government, or the commanders of the army.

V. The French government promifes to the Princes of WiedNeuwied and Wiedrunkel its interceffion, on a general peace of the Empire.

VI. In their commercial relations, the inhabitants of the countries of Neuwied and Wiedrunkel fhall be treated by the French republic in the most friendly manner, and as far as the laws of the republic allow it.

VII. The faid principalities, in return, engage to pay to the French republic the fum of 30,000 francs, in three terms of one month each. The first third fhall be paid on the day of the figning of the present treaty. And,

VIII. The prefent treaty fhall immediately be laid before the First Conful, for his ratification.

Armiftice in Italy.'

Caftiglione, Sept. 29. M.COUNT de Hohenzollern, Lieutenant-general of the armies of his Majefty the Emperor, on one part, and Citizen Marmont, counsellor of ftate, and general of divifion, commander in chief of the army of Italy, on the other part, furnished with full powers by their refpective generals in chief, have agreed to the following articles-

I. There shall be between the two armies an armistice of fortyfive days, from the 20th of September, including fifteen days notice.

II. The generals in chief not having agreed respecting the poffeffion of the Polefine of Ferrara, a courier fhall be immedi ately fent to Vienna. Should the anfwer be conformable to the demands of the General in Chief Brune, the new line fhall be occupied immediately afterwards. Should the answer be contrary, the French will, from that moment, have the power to denounce the armiftice, and in fifteen days afterwards hoftilities may recommence.

III. The Auftrian army fhall occupy by pofts, Ponti Menzen

bano, Borghetto, and Coito (on the right fide of the Minció, between Mantua and Pefchiera); the French army occupy, on its fide, Ponte Saint Marco, Caicinafo, Montichiero, and Azolo, on the left fide of the Chiefal. There thall be no intrenched works made upon the different points on either fide.

The two armies fhall continue to draw their fubfiftence from the Mantuan and Brefcian.

Proclama

Treaty of Amity and Commerce between his Majefty the King of Pruffia and the United States of America.

HIS

IS Majefty the King of Pruffia, and the United States of America, defiring to maintain on a stable and permanent footing, the connexions of good understanding, which have hitherto fo happily fubfifted between their respective states, and for this purpose to renew the Treaty of Amity and Commerce concluded between the two powers, at the Hague, on the roth of September 1785, for the term of ten years, his Pruffian Majefty has nominated and conftituted as his plenipotentiaries, the Count Charles William de Finkenftein, his minifter of ftate, of war, and of the cabinet, knight of the orders of the Black Eagle and of the Red Eagle, and commander of that of St. John of Jerufalem; the Baron Philip Charles d'Alvenfleben, his minifter of state, of war, and of the cabinet, knight of the orders of the Black Eagle and of the Red Eagle, and that of St. John of Jerufalem; and the Count Chriftian Henry Curt de Haugwitz, his minifter of ftate, of war, and of the cabinet, knight of the orders of the Black Eagle and of the Red Eagle; and the Prefident of the United States has furnished with their full powers, John Quincy Adams, a citizen of the United States, and their minifter plenipotentiary at the court of his Pruffian Majesty :

Which plenipotentiaries, after having exchanged their full powers, found in good and due form, have concluded, fettled, and figned the following articles:

Art. I. There fhall be in future, as there has been hitherto, a firm, inviolable, and univerfal peace, a fincere friendship, bee tween his Majesty the King of Pruflia, his heirs, fucceffors, and fubjects, on the one part, and the United States of America, and their citizens, on the other, without exception of perfons or places.

II. The subjects of his Majesty the King of Pruffia may frequent all the coafts and countries of the United States of America, and refide and trade there, in all forts of produce, manufactures, and merchandise, and fhall pay there no other or greater duties, charges, or fees what foever, than the most favoured nations are or fhall be obliged to pay. They fhall also enjoy, in navigation and commerce, all the rights, privileges, and exemptions, which the most favoured nation does or fhall enjoy, fubmitting themfelves, nevertheless, to the etablished laws and ufages, to which are fubmitted the citizens of the United States and the most fayoured nations.

III. In like manner the citizens of the United States of America may frequent all the coafts and countries of his Majesty the King of Pruffia, and refide and trade there, in all forts of produce, manufactures, and merchandise, and fhall pay in the domi-, VOL. X.
