SEC. 6. Said taxable inhabitants may hold Special special meetings which, as well as the annual meetings, shall be called and notice thereof given in such manner as they may prescribe, and it shall be the duty of the clerk to call a special meeting upon written application signed by twelve or more such inhabitants. And whenever the subject of ordering a tax is to be acted upon, the same shall be mentioned in the notice, unless it be the annual meeting. At such special meeting the inhabitants of the district may authorize the making of contracts for furnishing light in said district and may approve the action of any officer of the district in relation to such contracts.

OF THE PETITION OF BERNON E. HELME, ET. AL.,
FOR THE PASSAGE OF AN ACT, ENTITLED “AN ACT

TO INCORPORATE THE BERNON LEMOINE WATER

COMPANY."

It is enacted by the General Assembly as follows:

SECTION 1. Notice of the pendency of the petition of Bernon E. Helme, Nathaniel Helme and Le Moine Water Harold B. Tanner for the passage of an act entitled "An act to Incorporate the Bernon LeMoine Water Company" shall be given by the petitioners therefor in three or more issues of some newspaper published in the city of Providence and in three or more issues of some newspaper published in the county of Washington after the presentation of said act. Such notice shall specify the purpose of such corporation, the place where it is intended to be established, and that said act authorizes said corporation to acquire by condemnation lands, and interests in estates and lands, and to exercise franchises in the streets and highways of the town of South Kingstown.

SEC. 2. Chapter 26 of the general laws and all other acts and parts of acts inconsistent herewith in so far as the same apply to this act or to said act

entitled "An Act to incorporate the Bernon Le-
Moine Water Company" are hereby repealed.
SEC. 3. This act shall take effect immediately.

TION IN THE CITY OF WOONSOCKET.

It is enacted by the General Assembly as follows:

SECTION 1. The French Worsted Company a corporation organized under the general laws of French the state of Rhode Island and having a place of Company business in the city of Woonsocket, in said state, is hereby authorized and empowered with the consent of the city council of said city of Woonsocket to lay and maintain a drain pipe to convey surface water and roof water only from the property on Hamlet avenue belonging to said corporation to the Blackstone river; said drain pipe to run from the land of said corporation under and across Davison avenue and under and across the old location of Hamlet avenue in said Woonsocket; provided, however, that said drain pipe shall be constructed as not to interfere with the use of said Davison avenue or of said old location of Hamlet avenue by the public, and not to interfere with any public sewers, or with any pipes or conduits or other constructions under said Davison avenue or under said old location of Hamlet avenue, belonging to any person or corporation having rights to maintain the same thereon.

SEC. 2. This act shall take effect upon and after its passage.

CHAPTER 549.

AN ACT ENTITLING H. IRVING KING, FORMERLY AN
OFFICER OF THE RHODE ISLAND MILITIA, TO ALL
THE RIGHTS AND PRIVILEGES MENTIONED IN SEC-
TION 36 OF CHAPTER 418 OF THE GENERAL LAWS.
It is enacted by the General Assembly as follows:

SECTION 1. H. Irving King, formerly a member of the Kentish Artillery, Rhode Island Militia, is hereby entitled to the right to be placed upon the retired list of officers of the Rhode Island militia as provided in section 36 of chapter 418 of the general laws, to which he would have been entitled had he served continuously as a commissioned officer in said Kentish Artillery, Rhode Island militia for a period of ten years; the said H. Irving King having been elected and commissioned lieutenant colonel April 25, 1907; raised to the rank of colonel July 8, 1907 which was held continuously by him until April 28, 1915; again commissioned colonel May 2, 1921 and also April 26, 1922 to hold the same for the ensuing term of office ending April 25, 1923.

SEC. 2. This act shall take effect upon its passage.

It is enacted by the General Assembly as follows: SECTION 1. Harris Fellman and his heirs, signs and lessees are hereby authorized and powered, with the consent of the city council of the city of Woonsocket, to excavate under the surface of the sidewalk abutting on certain premises owned by said Harris Fellman and situate on the northwest side of Main street in said city of Woonsocket, said premises being the buildings now known and described as numbers one hundred twenty-four, one hundred twenty-six, one hundred twenty-eight, one hundred thirty, one hundred thirty-two, one hundred thirty-four, one hundred thirty-six on said Main street, and to occupy and use the space under said sidewalk so excavated for the purpose of his business, and of the business of his heirs, assigns and lessees: Provided, that such excavation, occupancy and use shall not interfere with the use of said side-walk by the public nor with the use of said Main street by any person or corporation having any franchise under or in said Main street. SEC. 2. This act shall take effect upon its passage.
