The hearing will come to order. The purpose of the hearing this morning is to receive testimony on three measures currently pending before the subcommittee: S. 2817, to provide for the establishment of the Lowell National Historical Park in the Commonwealth of Massachusetts; S. 2699, to amend the Archeological and Historical Preservation Act of 1974; and S. 2566, to amend the Pennsylvania Avenue Development Corporation Act of 1972. The first measure to be heard this morning is the Lowell National Historical Park proposal. As I am sure you are all aware, the House Interior Committee has moved quickly on a companion measure, and House floor action is expected early next week. Therefore, it is important for this committee to begin its consideration of this proposal. With regard to the other two proposals, both these bills would amend existing law to provide additional authorization for two programs which will expire on September 30, 1978, unless these amendments are enacted. As all three proposals would authorize funds for fiscal year 1979, it is important that the committee complete its action on the measures prior to the May 15 budget deadline. I would like to ask Senator Kennedy if he would like to begin the opening remarks, and then Senator Brooke and Congressman Tsongas.
