SUMMARY OF CIRCULARS ADDRESSED TO CLERKS OF PETTY SESSIONS.

May 10, 1852.-Circular under 14 & 15 Vic., c. 93, par 7, where after warrant is issued the Clerk of Petty Sessions receives amount from defendant he should, in writing, immediately notify the fact to the constabulary.

Apr. 11, 1860.-Copies of informations, depositions, &c., in cases returned for trial to Quarter Sessions should, as early as possible, be sent to Sessional Crown Solicitor.

Aug. 31, 1861.-Committals on summary conviction to state the Act under which prisoner was convicted.

Nov. 6, 1868.-The clerk should only pay to parties a portion of fine on a special order in each case, and not on a mere general order.

June 4, 1879.-Under Small Debts Act, clerks should provide the printed forms in schedule to Act, and fill up the processes under Act.

July 31, 1879.-Clerk of Petty Sessions to send to Lieutenant of County half-yearly return of attendance of magistrates at Petty Sessions.

Apr. 12, 1880. No. 8.-The fees on committals of deserters (28.) will be paid by paymaster of sub-district. The claim must be certified by a magistrate. Circular gives list of paymasters in Ireland.

Mar. 11, 1881.-Circular from Comptroller of Customs as to necessity of having general duty of 2s. 6d. upon affidavits apart from Petty Session stamps. Apr. 7, 1881.-As to application of fines for drunkenness in towns under Towns Improvement Act, 1884.

Mar. 24, 1882.-Circular as to the summary prosecution of militia offenders, accompanied by army circular.

Mar. 31, 1882. No. 14.-Monthly return to be made of magistrates' attend

ance.

Nov. 20, 1883.—Where aggrieved party takes no part in prosecution by information or evidence, the constabulary prosecute. The aggrieved party is to get no portion of fine.

Jan. 9, 1884.-Circular and instructions as to "fugitive offenders," their detention, surrender, &c.

Mar. 6, 1882. No. 18.-Further circular calling attention to prosecution of militiamen before magistrates.

Dec. 18, 1884. No. 25.-As to copies of documents sent to Sessional Crown Solicitor, and the necessity of naming them as they are in Schedule C, 21 & 22 Vic., c. 100.

Mar. 19, 1885. No. 26.-Further circular as to sending accounts quarterly, immediately after Quarter Sessions, to Sessional Crown Solicitor.

June 17, 1885. No. 28.-Fines under Merchant Shipping Acts, and the unappropriated portions of fines under Passengers' Act, 1885, to be accounted for with Registrar, Petty Sessions Department.

Sept. 17, 1885. Clerks' Sureties.-On death, departure from the realm, or insolvency of surety, clerk, without delay, should notify fact to the Petty Sessions Clerk's Office, Castle.

Oct. 13, 1885. No. 30.-Militia officers prosecuting for militia offences. Red stamps to be supplied.

July 28, 1887. No. 35.-Unless so directed by the justices, clerks of Petty Sessions should not prepare memorials for remission of penalties.

Dec. 11, 1887. No. 37. Miscellaneous Circulars :

Warrants of committal to specify the prison.

Letters addressed to Bank of Ireland to be prepaid.

Witnesses getting orders under 18 & 19 Vic., c. 126 (Larceny), to cash the orders themselves.

Feb. 24, 1888. No. 38.-"Probation of First Offenders' Act, 1887," to be attended to and kept before justices.

Mar. 15, 1888. No. 39.-Dog Licence money received in March should be lodged within first fortnight in April.

Apr. 6, 1888. No 40. Miscellaneous Circulars :

Claims on Sessional Crown Solicitor for copies, informations, &c., to be to be made after each Quarter Sessions.

As to stamping depositions for the defence under 50 & 51 Vic., c. 20, triable before two resident magistrates where the defendant refuses to supply the stamps.

In committals of dangerous lunatics a seal to be affixed opposite signatures of justices.

June 9, 1888. No. 41.-Depositions in indictable offences to be returned to Crown and Peace Office without delay.

Nov. 20, 1888. No. 43.-All depositions against same offender, taken at same hearing for several offences, to be bound or tied together for Clerk of the Crown, and so transmitted.

Dec. 10, 1888. No. 44.-Case stated. Special cases under 20 & 21 Vic, c. 43 to be prepared on "Judicature" paper. (This is a ruled paper with double margins.

Jan. 31, 1889. No. 45.-General Circular as to dog tax, and facilities to be given the public. The "Small Debts and Distraint Act, 1888," and the articles of property that are exempt from seizure. The duty and necessity of naming the proper gaol in warrants of committal.

Feb. 28, 1889. No. 46.-The keeping of Minute Book for special proceedings as contemplated by 14 & 15 Vic., c. 3, s. 5, sub-s. 1.

Aug. 26, 1889. No. 47.-As to entry to be made in Order Book, where the granting or refusing of publicans' annual certificate after opposition.

Oct. 11, 1889. No. 48.-Roman Catholic Version of New Testament to be available for Roman Catholic witnesses.
