This work incorporates the two books written by Elihu Root into a single volume. The first part of the book focuses on the duties of the citizen as a member of a political party which in turn serves as an agency of the governing body in democracy. In the second part of the book the author discusses changes in and additions to law in conjunction with the fundamental principles of law.
