§ 6. SPRÅK. All skriftväxling mellan finska och norska postverken skall äga rum på svenska eller norska språket. Upprättat i två exemplar, vart dera i finsk, svensk och norsk text, att behållas, det ena exemplaret av Finlands Poststyrelse och det andra av Poststyrelsen i Norge. ARRANGEMENT POSTAL ENTRE LA FINLANDE ET LA NORVÈGE ET RÈGLEMENT D'EXÉCUTION S'Y RAPPORTANT, SIGNÉS A HELSINGFORS LE 19 MAI, A CHRISTIANIA LE 23 MAI 1922. En vertu des pouvoirs qui leur auront été conférés à cet effet, les autorités postales finlandaises et norvégiennes ont conclu un arrangement contenant les dispositions spéciales suivantes, relatives aux services postaux entre les deux pays : Article I. DISPOSITIONS GÉNÉRALES. 1. Chacune des deux administrations postales effectuera par ses propres moyens et à ses frais le transport direct des courriers postaux de l'intérieur de son territoire jusqu'à la frontière de l'autre pays. Les deux administrations pourront, toutefois, prendre par le moyen d'un accord spécial d'autres dispositions à cet égard. 2. Lorsque les courriers postaux emprunteront la voie maritime, le transport entre le lieu de débarquement et le bureau de poste intéressé s'effectuera par les soins et aux frais de l'administration postale destinataire. 3. Les envois postaux trouvés dans les sacs postaux du pays expéditeur, et qui n'auront pas encore été manipulés par l'autorité postale, seront timbrés par le service destinataire d'un cachet spécial indiquant le pays d'origine. Article 2. TAXE D'AFFRANCHISSEMENT DES LETTRES ET CARTES POSTALES. 1. La taxe d'affranchissement pour les lettres expédiées d'un pays dans l'autre est fixée comme suit : No. 382. 1 TRANSLATION. POSTAL AGREEMENT BETWEEN FINLAND AND NORWAY, TOGETHER WITH THE REGULATIONS RELATING THERETS, SIGNED AT HELSINGFORS, MAY 19, AT CHRISTIANIA, MAY 23, 1922. The Post Office authorities in Finland and in Norway have, in virtue of the authority conferred on them for that purpose, concluded an Agreement regarding the following special provisions relating to postal communication between these countries. Article 1. GENERAL PROVISIONS. (1) Each postal administration shall take charge and bear the cost of the direct conveyance of mails from its own territory to the other country. By special agreements between the postal administrations, other provisions may be laid down for this purpose. (2) When mails are carried by sea, their conveyance from the landing-place to the proper post office shall be carried out by and at the cost of the postal administration which receives them. Mails and postal packets found in mailbags arriving from the despatching country, which have not previously been dealt with by the postal authorities, shall be stamped by the post office which receives them with a special stamp indicating the despatching country. (1) The charges for letters sent from one country to the other shall be as follows: De 500 gr. à 2 kg. Les lettres et cartes postales non affranchies ou insuffisamment affranchies payeront en sus de l'insuffisance d'affranchissement de 1 mark 50 penni pour une somme de 1 mark en Finlande et une taxe supplémentaire de 20 øre pour une somme de 15 øre en Norvège. Toutefois, le total de ces deux taxes ne devra pas être supérieur au double de l'insuffisance d'affranchissement. 4. La taxe de recommandation est fixée comme suit : Finlande: I mark 50 penni; Norvège: 30 øre. 5. Au cas où les dispositions relatives à la taxe ou au poids des lettres ou à la taxe des cartes postales seraient modifiées dans le service intérieur de l'un des deux pays et au cas où les règlements internationaux relatifs à la taxe ou au poids des lettres ou à la taxe des cartes postales seraient modifiés, les deux administrations postales pourront apporter les changements devenus nécessaires aux taxes et aux conditions de poids fixées par le présent article; toutefois les modifications arrêtées à cet égard par les deux administrations postales ne seront applicables qu'après ratification de leurs gouvernements respectifs. Article 3. LETTRES AVEC VALEUR DÉCLARÉE. Les lettres avec valeur déclarée expédiées d'un pays dans l'autre payeront, en plus du tarif fixé pour l'affranchissement et la recommandation (voir article 2, §§ 2 et 4), une taxe d'assurance fixée comme suit : Finlande: 40 penni par 1000 mark ou fraction de cette somme. Le montant total de la taxe d'assurance est acquis au pays qui l'a perçue. Article 4. JOURNAUX ET PÉRIODIQUES FAISANT L'OBJET D'UN ABONNEMENT POSTAL. 1. Les journaux et périodiques publiés dans l'un des deux pays seront fournis aux abonnés dans l'autre pays au prix fixé pour les abonnements postaux du pays d'origine, mais la taxe d'affranchissement ne sera en aucun cas inférieure à I mark 50 penni en Finlande et à 20 øre en Norvège par période d'abonnement, indépendamment, le cas échéant, du supplément afférent au transport en transit par la Suède. La taxe d'affranchissement sera partagée également entre le pays d'origine et le pays de destination. 2. Indépendamment des dispositions de la Convention internationale des journaux, relatives à la mutation des abonnements aux journaux, les journaux et périodiques ayant fait l'objet d'un As regards letters weighing more than 500 grams but not more than 2 kilograms (the international maximum weight) the whole weight shall be charged for in accordance with the regulations laid down in the International Postal Convention. Postal consignments passing between the two countries shall not be subject to any restriction as regards weight. Norway 15 øre 30 »> (3) For unstamped or insufficiently stamped letters or postcards the amount not paid shall be charged plus an additional charge of: Finland: I mark 50 penni for a sum of 1 mark - the two charges together shall, however, not amount to more than twice the amount unpaid. Norway: 20 øre for a sum of 15 øre (4) The charge for registration shall be: Finland: I mark 50 penni. Norway: 30 øre (5) Should the charges or weights for the inland letter post be altered in either country, or should the charge for postcards be altered, or should the international charges or weights for letters or charge for postcards be altered, the postal administrations may make such changes as may be required in the charges and weights prescribed in this article; but decisions taken in this matter by the postal administrations must be ratified by their respective Governments. Article 3. LETTERS OF DECLARED Value. For letters of declared value sent from one country to the other, the following charge for insurance shall be made, in addition to the ordinary charge for postage and registration, as laid down in Article 2 paragraphs 2 and 4: Finland: 40 penni for every 1000 marks or part thereof. Norway 8 øre for every 250 kroner or part thereof. The whole of the amount charged for insurance shall be retained by the country which has collected it. Article 4. NEWSPAPERS AND PERIODICALS FOR WHICH POST OFFICE SUBSCRIPTIONS ARE PAID. (1) Newspapers and periodicals published in one country shall be delivered to subscribers in the other country for the same sum as is charged to post-office subscribers in the publishing country, but the postal charge shall in no case be less than 1 mark 50 penni in Finland or 20 øre in Norway per term of subscription, with an increase when necessary or Swedish transit dues. The sum charged shall be divided equally between the country in which the publication is issued and the country to which it is sent.
