DEPARTMENT OF STATE.

JOHN FORSYTH, of Georgia, Secretary, $6000 per annum. The Department of State was created by the act of 15th September, 1789. Previous to that period, by act of 27th July, 1789, it was denominated the Department of Foreign Affairs. The Secretary is, exofficio a Commissioner of the Sinking Fund, and, by usage, a member of the cabinet. He conducts the negotiation of all treaties between the United States and foreign powers; and corresponds, officially, with the public ministers of the United States at foreign courts, and with the ministers of foreign powers resident in the United States. He performs also the main duties of what, in other governments, is called the Home Department. He has the charge of the seal of the United States, but cannot affix it to any commission until signed by the President, nor to any other instrument or act, without the special authority of the 'resident. He is, by law, entrusted with the publication and distribution of all the acts and resolutions of Congress; and all treaties with foreign! nations and Indian tribes. He preserves, also the original of all laws and treaties and of public correspondence growing out of the intercourse between the United States and foreign nations; and is required to procure and preserve copies of the statutes of the several States. He grants passports to American citizens visiting foreign countries; preserves the evidence of copy rights, and has control of the office which issues patents for useful inventions. COPY RIGHTS.

An Act supplementary to the act to amend the several acts respecting copy rights.*

Be it enacted by the Senate and House of Representatives of the Uni ted States of America, in Congress assembled, That all deeds of instruments in writing, for the transfer or assignment of copy rights, being proved or acknowledged in such manner as deeds for the conveyance of land are required by law to be proved or acknowledged in the same State or district, shall and may be recorded in the office where the origi|nal copy-right is deposited and recorded; and every such deed or instrument that shall in any time hereafter, be made and executed. and which shall not be proved or acknowledged and recorded as aforesaid, within sixty days after its execution, shall be judged fraudulent and void against any subsequent purchaser or mortgagee for valuable consideration without notice.

SEC. 2. And be it further, That the Clerk of the District Court shall be entitled to such fees for performing the services herein authorized and required, as he is entitled to for performing like services under existing laws of the United States. [Approved June 30, 1834.]

Information to Persons having business to transact at the Patent

Office.

DEPARTMENT OF STATE, Sept. 30, 1834 The Acts of Congress, of a general nature, which relate to patents for inventious and improvements in the useful arts, are those of February 21, 1793; April 17, 1800; February 15, 1819; July 3, and July 13, 1832.

Patents are grante" for "any new and useful art, machine, manufacture, or composition of matter, or any new and useful improvement on any art, machine, manufacture, or composition of matter, not known or used before the application " [Act of 1793 sec. 1.]

The term for which a Patent is granted is fourteen years. A patent cannot be prolonged or renewed beyond that term, except by a special act of Congress

Patents may be granted to citizens of the United States [Act of 1793, sec 1,1 to aliens who shall have resided thereiu for two years, [Act of 1800, sec. 1,] and to aliens who, at the time of petitioning for a patent, shall be resident in the United States, and shall have declared their intention, according to law, to become citizens thereof." Act of July 13, 1832, sec. 1.]

A patent granted to an alien of the description last mentioned, will be void, if the invention is not introduced into public use in the United States within one year; or if, for any period of six months, after such introduction, it shall not continue to be publicly used and applied in the United States; or if the inventor shall fail to become a citizen of the United States at the earliest period at which he may be entitled. [Act of 13th July, 1832.]

Joint inventors are entitled to a joint patent: but neither can claim one separately.

A patent obtained surreptitiously, or upon false suggestion, will be set aside upon application to the proper court. [Act of 1793, sec. 10.]
