On Friday, 11th July, his Majefiy went in State to the Houfe of Peers; and being feated on the Throne, and the Commons attending at the Bar, delivered the following most gracious Speech:

My Lords and Gentlemen,

THE ftate of public business enables me to close this feffion. of Parliament, in doing which I have again to acknowledge that affiduity and zeal for the interests of my people, of which you had before given me fo many proofs, and which have been fo particularly manifefted in the prefent year.

I am perfuaded that you entertain too juft a fenfe of the nature and importance of the conteft in which we are engaged, to fuffer your zeal to be abated, or your perfeverance fhaken, by the recent fucceffes of the enemy in the Netherlands.

In a moment which fo ftrongly calls for energy and vigour, it is peculiarly gratifying to me to reflect on the uniform skill and bravery of my fleets and armies, the undaunted, spirit and unwearied exertions of my officers and troops in every fituation, and the general public fpirit of my people, which have never at any period been more confpicuous.

I have obferved with the highest fatisfaction the rapid and valuable acquifitions made in the East and West Indies, the fuc cefsful operations which have been carried on in the Mediter ranean, and the brilliant and decifive victory obtained by my fleet under the command of Earl Howe, an event which must ever be remembered as one of the most glorious in the naval hiftory of this country.

Gentlemen of the Houfe of Commons,

I return you my warmest thanks for the cheerfulness and liberality with which you have granted the large fupplies which were neceffary for the fervice of the year, and for the mainte nance of a caufe equally important to the fecurity and happiness of every clafs of my fubjects.

My Lords and Gentlemen,

I feel it incumbent upon me particularly to acknowledge your diligence in the investigation of the defigns which had been formed against the government and conftitution of these kingdoms, and to thank you for the confidence you have repofed in me on this occafion. It will be a principal object of

my

attention to make a vigorous and prudent üfe of the additional powers vested in me for the protection and fecurity of my people; and relying, as I do, with the utmoft confidence, on the uniform loyalty and public fpirit of the great body of my fub. jects, I have no doubt of fpeedily and effectually repreffing every attempt to disturb the public peace, and of defeating the wicked defigns which have been in agitation.

It must not, however, be forgotten, that these designs against our domestic happiness are effentially connected with the system now prevailing in France, of which the principles and spirit are irreconcileably hoftile to all regular and established government: and that we are therefore called upon by every confideration of our own internal fafety to continue our efforts in conjunction with my allies, and to perfevere with increafed vigour and exertion in a conteft, from the fuccefsful termination of which we can alone expect to establish on a folid and permanent foundation the future fecurity and tranquillity either of this country, or of the other nations of Europe.

Extract of a Letter from Captain Lucas, of his Majesty's Ship Sphynx, to Mr. Stephens, dated Plymouth, the 21ft Inftant.

I

HAVE the honour to acquaint you, for the information of my Lords Commiffioners of the Admiralty, that, being on a cruize off Cape Clear, on Sunday the 12th inftant, we faw a fail to the westward, ftanding before the wind: we tacked after her. At noon she bore up to cross us, which was prevented. At two P. M. fhe began an unfuccefsful fire, hoifted the national flag, and in about ten or twelve minutes ftruck to his Majefty's colours.

She proves to be the La Trompeufe, a National brig, mounting 18 fix-pounders, commanded by Monf. Biller, a fecond captain, three lieutenants, and 105 men; quite a new veffel, cutter built, and ftores complete for three months.

Admiralty-Office, Feb. 10, 1794. Rear-Admiral Macbride, in his letter to Mr. Stephens, dated 31ft ult, mentions, that Sir John Borlafe Warren, captain of his Majefty's fhip Flora, being on a cruize on the coaft of France, had captured, and fent to Portfmouth, a French republican brig, named La Vipere, of 16 fix-pounders, 105 men, quite new, coppered, and only four days from Havre.
