CHAPTER V.

COUNTY AND LOCAL MEDICAL SOCIETIES.

THE LOS ANGELES COUNTY MEDICAL ASSOCIATION.

Frequently in organizations having no permanent quarters, it happens that the records of such a society, in being transferred year by year, from one set of officers to another, are scattered or lost. Some of the papers of the Los Angeles County Medical Association have disappeared in this fashion.

[blocks in formation]

A brief sketch written by the Secretary of the Society in 1891, Dr. H. Bert. Ellis, presents a summary which can be used as an introduction to the detailed historical sketch of the Los Angeles County Medical Association which will follow:

The Los Angeles County Medical Association was organized January 31, 1871.

A preliminary meeting had been held at the office of Dr. H. S. Orme on January 25, at which six physicians were present, and at which time Doctors Orme and Hayes were appointed a committee to draft a constitution and by-laws.

On January 31, at the office of Drs. Griffin & Widney, this committee reported. Seven physicians were present and organized themselves, adopted a constitution and by-laws and adjourned to meet at the same place on February 7. The seven charter members who signed the constitution on the evening of February 7, 1871, were John S. Griffin, Henry S. Orme, Joseph P. Widney, William F. Edgar, R. T. Hayes, L. L. Door and T. H. Rose.

On January 4, 1876, the Society discussed and endorsed the bill for the Regulation of the Practice of Medicine. It was this bill which became a law April 3, 1876, and which was amended April 1, 1878.

February 1, 1876, the Society appointed a committee to draw up a communication to the City Council "showing the sanitary condition of the city and urging the importance of the establishment of a Board of Health and appointment of Health Officer', and on June 6 of the same year the City Council requested the Society to select a suitable and competent physician for the position of Health Officer, whereupon the Society elected Dr. J. H. McKee.

In March, 1878, Dr. Joseph Kurtz reported a case which is certainly worthy of being placed upon record. He had shortly before delivered a woman of a child weighing a little over eighteen pounds.

Along in the spring of 1878, there evidently was a lack of interest in the Society, and the following resolution was entered upon the minutes: "Resolved, that any member of this Society absenting himself for three successive meetings be dropped from the list of members, unless reasonable excuse be offered and accepted, by the Association." The resolution was, however, indefinitely postponed.

On July 3, 1878, the Society was incorporated according to the laws of this State, under the name of "Los Angeles County Medical Association", and on July 5 the Society adopted the motto "Scientia et honos" for its seal.

In the minutes of the same date appears the following: "By the unanimous vote of the Association, was placed on the blacklist. Thus prohibiting any member from consulting with him on pain of expulsion."

The following throws some light on the origin of the Southern California Medical Society. In August, 1884, the following communication was read to the Association: "We, the undersigned, move that a committee of three be ap
