Stran xxi - ...  The privilege of the writ of Habeas Corpus shall not be suspended, unless when in cases of rebellion or invasion the public safety may require it.  No bill of attainder or ex post facto law shall be passed.  No capitation, or other direct, tax, shall be laid, unless in proportion to the census or enumeration hereinbefore directed to be taken.

Stran lix - The legislature, by general and uniform laws, shall provide for the election or appointment, in the several counties, of boards of supervisors, sheriffs, county clerks, district attorneys, and such other county, township, and municipal officers as public convenience may require, and shall prescribe their duties and fix their terms of office.
