ADNA R. CHAFFEE, Lieutenant General, Chief of Staff.

F. C. AINSWORTH,

The Military Secretary.

No. 171.

WASHINGTON, November 8, 1904.

Water transportation for the exclusive use of artillery districts, including harbor vessels, tugs, lighters, dispatch boats, and launches, will be carried on the papers of the district quartermaster and he will be accountable for them and responsible for their maintenance in good condition and their proper supply, and for the discipline of the personnel and the satisfactory operation of vessels.

At isolated stations this water transportation, with the approval of the Quartermaster General, may be accounted for by the local quartermaster. Subject to proper control by the department commander, the operation of these vessels will be under the supervision of the district commander, whose duty it will be to see that economy is exercised in their maintenance and operation, and it will also be his duty to so combine the operation of these vessels as to limit them to the lowest number that can satisfactorily perform the service, bearing in mind that when needed for artillery drill vessels ordinarily engaged in the transportation of troops and supplies, or other duty, should be withdrawn temporarily to provide an efficient drill service.

It being impracticable to furnish to each post, or to each district, independent vessels for administrative purposes and others for necessary drill purposes, the two classes of work should be so combined as to economize boat service and produce the desired results at the lowest possible cost.

BY ORDER OF THE ACTING SECRETARY OF WAR:

ADNA R. CHAFFEE,
Lieutenant General, Chief of Staff.

F. C. AINSWORTH,
