Upon the recommendation of the Surgeon General, the U. S. General Hospital at the Presidio, San Francisco, California, is excepted from the provisions of General Orders, No. 39, War Department, October 22, 1903, and is placed under the general supervision of the commanding general, Department of California.

I..The 12th Infantry is designated for service in the Philippine Islands and will be embarked under the direction of the commanding general, Department of California, on the U. S. Army transport sailing about March 1, 1904.

The regiment will be recruited to the strength authorized by General Orders, No. 108, October 25, 1902, Headquarters of the Army, Adjutant General's Office, and will be fully clothed, armed, equipped, and supplied, and provided with not to exceed fifty rounds of ammunition per man (four boxes to a company) to be carried, as far as practicable, in original packages and in an accessible place.

All the enlisted men of the regiment who shall have less than one year to serve on the 1st of March, 1904, will be discharged for the convenience of the Government on their written promise to reenlist for a full term of three years, and on being so discharged will be immediately reenlisted. All enlisted men who shall have less than one year to serve from the date of the proposed departure of the regiment, and who do not desire to be discharged and reenlisted as specified above, will be transferred by the department commanders to other organizations serving in their respective departments. In the case of noncommissioned officers the transfers will be as privates, but should they prefer they may be discharged for the convenience of the Government.

After the reenlistments mentioned in the preceding paragraph, department commanders are further authorized to transfer to the 12th Infantry, to the extent of actual vacancies therein, such enlisted men of other infantry regiments in their commands as desire foreign service and have at least two years to serve. Any vacancies remaining in the outgoing regiment after these transfers will be filled by the assignment of the necessary recruits from rendezvous.

In the case of noncommissioned officers the transfers will be as privates.

The baggage to be transported by the regiment will be reduced to the lowest practicable limit; tableware, post exchange fixtures and similar bulky property (library and
