Whereas certain organized bands of ladrones exist in the Provinces of Cavite and Batangas who are levying forced contributions upon the people, who frequently require them under compulsion to join their bands, and who kill or maim in the most barbarous manner those who fail to respond to their unlawful demands and are therefore terrifying the law-abiding and inoffensive people of those provinces; and Whereas these bands have in several instances attacked police and Constabulary detachments and are in open insurrection against the constituted authorities, and it is believed that the said bands have numerous agents and confederates living within the municipalities of the said provinces; and Whereas, because of the foregoing conditions, there exists a state of insecurity and terrorism among the people which makes it impossible in the ordinary way to conduct preliminary investigations before justices of the peace and other judicial officers: In the interest of the public safety, it is hereby ordered that the writ of habeas corpus is from this date suspended in the Provinces of Cavite and Batangas. Por cuanto existen en las Provincias de Cavite y Batangas ciertas partidas organizadas de ladrones que imponen contribuciones forzosas sobre el pueblo; que con frecuencia obligan á la gente por medios violentos á que se les incorpore, y que matan ó mutilan de la manera más bárbara á aquellos que no responden á sus exigencias ilegales, siendo por consiguiente el terror del pueblo inofensivo y respetuoso de la legalidad en aquellas provincias; y Por cuanto estas partidas han atacado en varios casos á la policía y á los destacamentos de la Policía Insular y están en abierta insurrección contra las autoridades constituídas, y se cree que tienen numerosos agentes y cómplices en los municipios de las referidas provincias; y Por cuanto á causa de las precedentes condiciones existe un estado de inseguridad y de terror en el pueblo, que hace imposible llevar á cabo por la vía ordinaria investigaciones preliminares ante los jueces de paz y ante otros funcionarios judiciales: En interés de la seguridad pública se ordena por la presente que quede en suspenso desde esta fecha el derecho de habeas corpus en las Provincias de Cavite y Batangas. EXECUTIVE ORDER No. 7. } In order to give every opportunity to the people to effect the exchange of the local currency in their possession for Philippine currency, it is hereby ordered that the Insular Treasurer and all provincial treasurers in the Philippine Islands shall, on and after this date and until March first, nineteen hundred and five, purchase Spanish-Filipino currency, Mexican currency, Chinese subsidiary silver coins, and all foreign copper coins now circulating in the Philippine Islands, at one peso, Philippine currency, for one peso and twenty centavos, local currency; the effect of this order being to further extend the time limit fixed by Executive Order Numbered One, current series, by one month. Con el fin de dar al público toda oportunidad para efectuar el cambio de la moneda local que tenga en su poder, por moneda filipina, se ordena por la presente que el Tesorero Insular y todos los tesoreros provinciales de las Islas Filipinas, compren, desde esta fecha, inclusive, hasta el primero de Marzo de mil novecientos cinco, moneda hispano-filipina, moneda mejicana, moneda fraccionaria china, de plata, y todas las monedas extranjeras de cobre que actualmente circulan en las Islas Filipinas, á un peso en moneda filipina por un peso y veinte centavos en moneda local; siendo el objeto de esta orden prorrogar por un mes más el plazo fijado por la Orden Ejecutiva Número Uno de la serie corriente.
