So the Court of Land Registration is without authority to grant another period for the presentation of a bill of exceptions after the lapse of thirty days from the time of receiving a copy of the decision-Section 26 of Act No. 2347 amending section 1 of Act No. 1484. (Per Johnson, J., in Bermudez v. Director of Lands, R. G. No. 12827, decided Aug. 22, 1917.)

I have just completed reading the last number of the PHILIPPINE Law Journal and it strikes me that it would be of interest to those who have been or are now connected with the College of Law to know that the Judge-Advocate General's Department of the National Guard of the Philippine Islands is practically controlled by men related to the College. The Judge-Advocate General is Colonel Paredes, whom you all know; the next man in rank is Justice Carson of our Supreme Court, Professiorial Lecturer on International Law in the College. He is a Lieutenant Colonel. Of the remaining three majors, your friend is one, the other two being ex-assemblymen and men educated in Spanish.

The first special court martial trial ever held of a member of the Guard took place on the first of this month. The court was composed of five high-ranking officers, myself as Judge-Advocate. Major Perfecto Salas of our Department acted as counsel for the defense. The man was prosecuted under Section 81 of the Militia Act. The proceedings were carried on in both English and Spanish, although I understand that English is the official language of the National Guard, as it is in the other executive branches of the Government.

LECTURE BEFORE THE LAW FORUM

The lecture before the Law Forum for the month of August' was given by Hon. Rafael Corpus, Under-Secretary of Agriculture and Natural Resources, who spoke of the land legislation and its relation to the economic development of the Philippines. He said that the farm does not appeal to our young men because apparently it does not offer them the realization of their ideals of betterment; because there prevails a public opinion that the professionals stand on a higher footing than the farmers; and because they find office work more profitable than farm labor. However, these negative forces are being gradually overpowered by positive ones, such as: The rise of the cost of living, which compels the individual to work hard; the large number of young men failing in the office career or in the professions, who turn to the soil seeking for the relief which the office could not offer them; their lack of commercial or industrial liking which forces them to choose between the office and the farm; the good and wholesome course followed by colleges and universities calling attention to the importance of agriculture. These together with the means employed both by the Government and the agriculturists to organize credit and cooperative associations and to introduce modern methods of cultivation, largely contribute to the agricultural progress of our country.
