of an instrument of sale made by the wife that she acquired it when in a state of singlehood not being sufficient to destroy or overcome this presumption and thus depriving the husband of his right to participate therein. However, for the purpose of the inscription of the deed in the registry, this defect is not incurable, but it may be cured by a statement in due form that the property was acquired by the vendor at a time when she was single. CRUELTY TO ANIMALS: COCKFIGHTING; SPECTATORS.-One who voluntarily goes to a cockfight and makes bets and incites the animals to continue fighting takes part in the illegal act which is realized and is, therefore, guilty of the less grave crime provided for and punished by section 5 of the law for the prevention of cruelty to animals of March 10, 1904. Such person can not be considered as a mere spectator within the meaning of the rule established in Pueblo v. Ramírez, 18 D. P. R. 271. (Pueblo v. Carrasquille et al. Decided, February, 1917.)

CONFLICITING DECISIONS: PRINCIPLES ENUNCIATED IN THE LATTER ESTABLISHED.-When an apparent conflict exists between doctrines established in two decisions of a superior tribunal, without success of an inferior tribunal to distinguish between them, it is a rule that the latter be followed (Ochoa v. Manzano, Municipal Judge. Decided, February, 1917.)

GENERAL ORDERS: INSTRUCTIONS OF THE PRESIDENT OF THE UNITED STATES; RIGHTS ACQUIRED BY A MORTGAGE CREDITOR; SUSPENSION OF THE EFFECTS OF THE MORTGAGE LAW.-Applying to the present case the doctrine established in Ochoa v. Hernández, 230 U. S. 139, it can not be said from the language employed in the instructions of the President of the United States to the Secretary of War (Order No. 101 of July 13, 1898) that it authorizes a serious impairment of the rights acquired by a mortgage creditor by means of the retroactive effect of a military order which pretends to suspend the action of the Mortgage Law. Eutiquiano García is now the Chief of Public Law Division of the Bureau of

Lands.

Serafin P. Hilado resigned from the College of Law since July 1, 1917, and is now engaged in the practice of his profession in Iloilo and Occidental Negros. Feliciano Ocampo is transferred from the Philippine Library and Museum to the Provincial Division of the Executive Bureau, as law clerk.

1914

Anatalio Mañalac, after resigning his office as Justice of the Peace of Dansalan, Lanao, has accepted the position of law clerk in the Department of Mindanao and Sulu.

H. Lawrence Noble has been promoted from the rank of Assistant Professor of Mathematics to that of Associate Professor of Jurisprudence in the University of the Philippines.

1915

Miguel Binag has been appointed Justice of the Peace of San Pablo, Isabela. Felipe Estella is now the Auxiliary Justice of the Peace of Iba, Zambales. Pablo R. Padilla has been transferred from Iligan, Misamis to Dansalan, Lanao as Justice of the Peace.

José Teodoro has given up his position as Instructor in Education in the College of Liberal Arts, University of the Philippines, effective July 1, 1917, and has opened a law office in the city of Manila.

1916

José Gil has been recently appointed Secretary of the University of the Philippines.

Gerónimo Samson is now a law clerk in the Philippine Library and Museum.

1917

Pedro Y. Ylagan has been appointed Secretary of the Law Faculty, beginning July 1, 1917, taking the place of Serafin P. Hilado, who has resigned.

COLLEGE OF LAW ALUMNI BANQUET

One of the best attended Alumni Banquets of the College of Law Alumni Association was held at the Hotel de France on April 1, 1917. The guests of honor were President Quezon of the Philippine Senate and Mr. Justice Tories of our Supreme Court. Mr. Manuel G. Goyena of the Class of 1914 acted as toastmaster and the following answered the toasts, C. H. Van Hoven for the graduating class, Elpidio Quirino of the Class of 1915 for the Alumni, Serafin P. Hilado of the Class 1913 for the Faculty. The guests of honor delivered interesting addresses, full of advice to the graduates.

LAW HALL COMMITTEE

At the general meeting of the College of Law Alumni Association held on April 1, 1917, the following were appointed to constitute a committee for the coming school year to canvass subscriptions from the various Alumni of the College of Law, for the purpose of erecting a Law Hall to be dedicated at the tenth Anniversary of the College of Law: H. Lawrence Noble, President; Pedro Y. Ylagan, Secretary-Treasurer; Conrado Benitez, Victoriano Yamzon and José Teodoro, Members.

I acknowledge receipt of your check for two hundred pesos to cover your subscription for the erection of a Law Hall to commemorate the tenth anniversary of the foundation of the College of Law.

You are indeed to be congratulated on your loyalty to your alma mater, which is indicated in so substantial a manner. On July 2, at 5:30 p. m., the College of Law held its opening exercises. UnderSecretary Kalaw delivered the opening lecture, in which he remarked that there are two kinds of lawyers: constructive and destructive. Destructive are those who, disregarding their professional oath, seek or foster litigations for their own personal gain; constructive, those peace-loving, studious lawyers who do their best to serve the interests of justice and humanity. The students were advised by the same not to enslave themselves to the decisions of the courts but to have "freedom of criterion." After the speech of Hon. Kalaw, Dean Malcolm announced the name of the winner of the Callaghan Prize-Ramón R. San José.

CLASS ELECTIONS

Immediately after the opening excercises the sophomores, juniors and seniors met in their respective class-rooms to choose their class officers for the present schoolyear.
