Stran 113 - And I do further proclaim, declare, and make known that any provision which may be adopted by such State government in relation to the freed people of such State which shall recognize and declare their permanent freedom, provide for their education, and which may yet be consistent as a temporary arrangement with their present condition as a laboring, landless, and homeless class, will not be objected to by the National Executive.
Stran 76 - The property, real and personal, of all persons in the State of Missouri who shall take up arms against the United States, or who shall be directly proven to have taken an active part with their enemies in the field, is declared to be confiscated to the public use, and their slaves, if any they have, are hereby declared free men.
Stran 106 - I have approved, you will only arrest individuals, and suppress assemblies or newspapers, when they may be working palpable injury to the military in your charge ; and in no other case will you interfere with the expression of opinion in any form, or allow it to be interfered with violently by others. Stran 80 - I think to lose Kentucky is nearly the same as to lose the whole game. Kentucky gone, we cannot hold Missouri, nor, as I think, Maryland. Stran 102 - And all this, as before said, may be among honest men only; but this is not all. Every foul bird comes abroad and every dirty reptile rises up. These add crime to confusion. Strong measures deemed indispensable, but harsh at best, such men make worse by maladministration. Murders for old grudges, and murders for pelf, proceed under any cloak that will best cover for the occasion.
Stran 105 - I shall endeavor to ascertain better than I now know what is its exact value. Let me say now, however, that your proposal to substitute national forces for the enrolled militia implies that in your judgment the latter is doing something which needs to be done; and if so, the proposition to throw that force away and to supply its place by bringing other forces from the field where they are urgently needed seems to me very extraordinary.

Stran 83 - I intend no reproach or complaint when I assure you that, in my opinion, if you all had voted for the resolution in the gradual emancipation message of last March, the war would now be substantially ended. And the plan therein proposed is yet one of the most potent and swift means of ending it. Let the States which are in rebellion see definitely and certainly that in no event will the States you represent ever join their proposed Confederacy, and they cannot much longer maintain the contest.
