what is known as the "Gadsden Purchase," in 1852.

The District of Columbia was established under the 17th clause,
8th section, 1st article, of the Constitution of the United States.
The territory embraced in the District was ceded to the United
States, in accordance with the provisions of the Constitution, by
the State of Maryland, by act of her legislature of Dec. 23, 1788,
and by the State of Virginia, by act of her legislature of Dec. 3,
1789. These cessions were accepted by Congress, by act of July
16, 1790, and the lines and bounds of the District were estab-
lished by a proclamation of the President, George Washington,
Mar. 30, 1791. By an act of July 9, 1846, Congress retroceded the
county of Alexandria, in the District of Columbia, to the State
of Virginia. The present government of the District is admin-
istered by a board of three commissioners, appointed by the
President, in pursuance of an act of Congress of June 20, 1874.
Formed from the territory of the Republic of Hawaii, annexed to
the United States by act of Congress of July 7, 1898.
