There is one large school house on the reservation, which is in good condition. The seats are, however, of the most wretched kind, and wholly unsuited to the wants of the pupils. The superintendent respectfully and earnestly urges that the house be furnished with new seats and desks, adapted to the wants and convenience of the pupils. The cost would be comparatively small, while the advantages to be derived from the improvement would be very great.

There are two church edifices, in one of which, only, religious services are held.

The condition of the Indians educationally, morally, and physically is such as to give the most conclusive evidence that all the money expended, and the efforts put forth for their improvement, are productive of the most encouraging results. They are generally sober and industrious; and the products of the land which they cultivate, together with the abundance of fish and clams so readily accessible to them, afford them a very comfortable living.

REPORTS OF SCHOOL COMMISSIONERS AND CITY

SUPERINTENDENTS.

BROOME COUNTY-FIRST DISTRICT.

Hon. V. M. RICE, Superintendent of Public Instruction :

Sir-In compliance with your request, I respectfully submit the following Report:

Schools.-There are in this Commissioner district 110 school districts, not joint, and ten joint districts, making in all 120. Four or five of the regular districts have failed to support a school by a qualified teacher for the term of twenty-eight weeks. Union Free Schools, and schools expressly for colored children, are not found in this district. There is a parochial school at Harpersville, conducted by lady teachers, numbering forty or fifty pupils, which has the reputation of being a good one.

Academies.-There is an Academy in this part of the county, situated in the village of Windsor. The building is a good one, and furnished with apparatus, chemical and philosophical. It is one of the academies selected by the Board of Regents for the instruction of common school teachers in this county. It is conducted by Prof. C. W. Gray, under whose supervision the number of students has increased from twenty to ninety within the past nine months. The institution is now in a prosperous condition, and doing a good work for the cause of education in this county.

School Houses.-There are one hundred and fifteen school houses in this district, all of which are frame buildings, except one that is stone. Many of them are not enclosed by any fence, are poorly supplied with out buildings, and very much need repairing. There have been six new houses erected within the past year, some of which are built on the modern and improved plans, and are real ornaments to the districts in which they are located.

Rate Bills. Upon this point my views have changed very much since writing my last Report; for, in my humble opinion, there is no greater curse to our school system than these rate bills. Let trustees have the means at their disposal (without collecting a heavy rate bill from the patrons of the school), and the order of things will be changed. Instead of cheap, ordinary teachers, the call will be for good, well qualified ones. And whoever is instrumental in bringing this about, whether Superintendent or legislator, shall have monuments erected by grateful hearts, while the State reaps its rich rewards and humanity enjoys its blessings.
