groups I-IV (i.e., courses of professional rather than academic character) are not regarded as courses "primarily for graduates" within the meaning of this paragraph. The required graduate course may or may not be in the department in which the candidate desires the teacher's recommendation. The work of two or more summer sessions at the University may, at the discretion of the proper faculty, be accepted as the equivalent of the work of a half-year or semester.)

3. Work in department of education. The department of education of such institution shall have full charge of the acceptance of work of a professional nature referred to in Requirement 3.

4. Required work in education. The required fifteen units of work in the department of education shall include the following courses:

(a) A course in school and class-room management, or equivalent work-a minimum of one unit.

(b) Work in actual practice of teaching, with conferences a minimum of four units.

(c) A teacher's course in at least one subject in which the candidate expects to be recommended for certification, if such course be given in the institution and be accepted by or listed under the work in educationa maximum of three units for all such courses.

(d) A course in secondary education, presenting particularly the purpose and attainable goals of high school work-a minimum of two units.

(e) Such other courses relating to the theory, function and administration of public education as are needed to complete the required fifteen units.

5. Practice teaching. The work in practice teaching shall be done under the general supervision of the department of education of the institution in which the year of graduate work is taken, and may be done in schools of elementary, intermediate or secondary grade, though preferably in secondary school work of the kind the candidate is preparing to teach, and under the direction of competent instructors in such work. The work in practice teaching may also be done in connection with the training school of any California state normal school.

6. Teachers' courses. Each teacher's course shall be a bona fide teacher's course and shall be made as concrete and practical as possible, and shall have for its purpose the preparation of teachers to give intelligent instruction in the subject in the high schools of this state.

7. Recommendation to teach subjects. Each university shall set its own standard of requirements for recommendation to teach the several subjects in the secondary schools.

(NOTE. In the University of California the candidate is required to complete enough work-and of sufficiently high grade-to secure a university recommendation that the candidate is fitted to teach the subject in high school classes. The department requirements for such recommendation are, in most cases, stated in the Announcement of Courses under the department headings; but each candidate should find out definitely from the departments concerned not later than the beginning of the senior year, preferably earlier, the particular requirements which must be met.

The University will issue teachers' recommendations in minor subjects, as well as in the major subject or subjects. For the minor recommendation the student is required to have had at least six units of satisfactory work in courses designated as major courses in the upper division. In addition, the candidate will be expected to satisfy the faculty of his general fitness for the work proposed.

Courses taken in fulfillment of the requirements for the high school recommendation may be credited also toward the master's degree, or vice versa, subject to the special regulations governing the degree and the recommendation respectively.)

III. Exemptions

1. Candidates who have taught for not less than one year (eight months) in any elementary or secondary school, and who present credentials showing that they have done so with reasonable success, may be excused from four of the fifteen units of education represented by the practice teaching, and may also be allowed to substitute other work in education for the course in school and class-room management.

2. Candidates who have taught or been engaged in school supervision for not less than three years (twenty-four months) in this or any other state, and who present credentials showing that they have done so with reasonable success, may be excused from one-half of the required graduate study, including ten of the required fifteen units of work in the department of education as set forth in Requirement 3 above.

3. Graduates of California state normal schools, or of other normal schools accepted by the State Board of Education as of equivalent rank, may be excused from ten of the fifteen units of work in the department of education, including all required courses in education, except the course in secondary education, and the teachers' course or courses in the special subject or subjects in which the candidates expects to be recommended for certification, if such be offered.

4. Graduates of such normal schools who present evidence that they have taught with success for not less than one year (eight months) in a

school of elementary or secondary grade may also be excepted from onehalf of the graduate study including ten of the required fifteen units of work in the department of education as set forth in Requirement 3.

5. Candidates who have completed one-half of the year of required graduate work in an approved graduate school, as herein before defined, and who have otherwise complied with all requirements, may elect to spend the other half-year in any California state normal school which offers a special half-year (or two terms) of full time instruction, especially selected for college graduates preparing for high school certification in California and approved by the State Board of Education, and upon completion of such half-year shall be entitled to the same exemptions from the required work as are given normal school graduates who complete their work in an approved university as stated in exemption 3 above.

IV. Recommendations

1. Recommendation from graduate school required. When the required graduate work is completed to the satisfaction of the university in which such work is done, such university shall issue to the candidate, on application, a formal recommendation to county or city and county boards of education stating that the candidate has satisfactorily completed all the requirements established by the State Board of Education for recommendations for the high school certificate in California, and that the candidate is worthy, in the judgment of the university issuing the recommendation, to receive a high school certificate in any county or city and county in this state, under the provisions of sections 1519, 1775, and 1792 of the Political Code of California.

If the candidate has elected to take one half-year of the required graduate work in an approved graduate school and the other half-year in a California state normal school, as provided in exemption 5 above, the university in which such graduate work is done shall recommend the candidate in the academic or non-professional work, and the normal school in which the professional work is done shall recommend the candidate in such professional work.

2. Major and minor subjects to be set forth. Each recommendation shall state on its face the major and minor subjects which the holder thereof has taken in the institution, or the kind of work the candidate is qualified to do.

3. Forms of recommendation. All recommendations shall be on printed forms, bearing the name of the university issuing them; shall be issued by the Recorder, Registrar, or Secretary of the university; shall bear the approval of the department of education in the university and shall state in which college or university the bachelor's degree was taken. In case

the candidate has elected to spend one-half the graduate year in a California state normal school, following the special course for college graduates herein before defined, the recommendation shall so state and the president of such normal school shall make the recommendation covering the professional preparation of the candidate, and the recorder, registrar, or secretary of the university shall make the recommendation covering the academic, non-professional work.

GRAMMAR GRADE CERTIFICATES

According to section 1775 of the Political Code of California, as amended in 1909, County Boards of Education may, without examination, grant certificates of grammar grade ‘to holders of diplomas of graduation of the four-year course of the University of California, or Leland Stanford Junior University, when said holder of such diploma shall have had six months' training in one of the state normal schools of this State or has had eight months' successful experience in teaching in the public schools of California after graduation."

Section 1543 of the Political Code of California, as amended in 1909, provides that county superintendents of schools "shall have the power to issue temporary elementary certificates, valid for two years, to graduates of the University of California and to graduates of the Leland Stanford Junior University," but that "no person shall receive a temporary certifi cate more than once in the same county."

GENERAL INFORMATION

DEANS OF THE COLLEGES

The duties of the Deans of the several colleges at Berkeley are as follows:

1. To issue excuses for brief absence to students enrolled in their respective colleges in all cases in which the absence shall exceed one day. For single absences instructors shall have power to excuse.

2. To answer inquiries from students of their respective colleges, or from their parents or guardians, as to the rules and regulations of the University; and to give information or explanation to students and others who may be in doubt as to the requirements or methods of procedure. 3. To act as advisors of students in their respective colleges, or to designate advisors for them from their respective faculties.

THE DEAN OF THE LOWER DIVISION

The Dean of the Lower Division assists the President of the University and the faculties of the academic colleges in matters pertaining to the general and personal interests of the students of the sophomore and freshman classes.

THE DEAN OF WOMEN

The Dean of Women assists the President of the University and the faculties of the academic colleges in matters pertaining to the general and personal interests of the women students of the University.

THE ONE-MILE LIQUOR LAW

Section 172 of the Penal Code of California makes it a misdemeanor for any person to sell, give away, or expose for sale upon the University grounds, or within one mile thereof, any vinous or alcoholic liquors.

EXPENSES OF STUDENTS

Tuition in the colleges at Berkeley, except in the College of Medicine and tuition at the Lick Observatory is free to residents of the state. Non-residents of California are charged a tuition fee of ten dollars each half-year. Tuition in the College of Medicine is $150 a year. The following incidental expenses are to be met:
