prefentatives, to purfue more vigorous meafures, in order to maintain our liberty and independence.

After the neceffary deliberations, it has therefore been refolved, on the 3d inftant, to fend the citizens Paulus, Hahn, Gevers, Bosfield, Loncq, Berkhoud, Weftwyk, Fennekel, Van Orden, Howers, La Pierre, and H. Gevers, as deputies of this affembly to the States General, and, in the name of this province, to propofe, in the most earnest manner,

I. That the minifters of this Republic at Paris be informed by the States General of the desertion of a part of our army, encouraged by the machinations of a foreign power, and the reception they meet with on the foreign territory.

II. That the faid minifters be commiffioned to inform the Committee of public fafety of thefe circumftances, and to communicate to the fame the last dispatches received from our minister at Berlin, Van Rheede.

III. That the faid minifters do alfo communicate to the fame committee, a copy of the fecret articles of the treaty concluded on the 5th of April between France and Prussia.

IV. That the faid minifters do earnestly requeft the French government, without any delay, to demand of the court of Berlin an explanation concerning the reception of Dutch deferters in the Pruffian dominions, together with a declaration that his Pruffian Majefty will never allow an armed force, hoftile to this Republic, to be affembled in his territory; further that contents of the thus called fecret articles of the fore-mentioned treaty be publicly contradicted and difavowed.

V. That the faid minifters do earneftly demand of the French government, to notify to the court of Berlin the treaty of amity and alliance concluded between this and the French Republic; that the faid court may actually acknowledge the independence of the Batavian Republic, and admit a minister appointed by this commonwealth.

The States General came, on the 4th inftant, to the following refolutions:

I. That the neceffary inftructions shall be sent to our ministers Blauw and Meyer, at Paris, according to the propofitions made by the province of Holland.

II. That the army of the State fhall be immediately organized. III. That a proclamation fhall be published against emigrants and deferters, and

IV. That the most energetic measures fhall be adopted fuccessfully to oppofe all acts of violence; all confusion and anarchy from without, as well as within the country.

N the 15th inftant the reprefentatives of folved to elect a national convention, proposed to convene the citizens of Batavia. tives have alfo refolved, that all the fecretaries, &c of the refpective municipalities, recently elected by the free fuffrage of the people, fhall give proper fecurity for the truft repofed in them.

A few days ago the municipality of the Hague iffued a fevere edict, refpecting every fort of provifions, which are frequently foreftalled, to the detriment of the generality of the citizens, and fold afterwards at the most exorbitant prices. A loaf of coarfe rye bread, of 6lbs. costs now half a florin, a dearth never remembered in the United Provinces.

The governors and directors of the Dutch colony of Surinam have notified to the States General, that intelligence had been received in that settlement of the revolution which has taken place in the United Provinces, but that it had not made any great fenfation.

The difference which has hitherto fubfifted in the government of Dutch Brabant has been entirely adjusted, and that country will join the confederation of the United Provinces in the courfe of next year, and will form the eighth province.

The delegates of the Dutch Eaft India company have made a report refpecting that body, and pointed out the advantages which the Republic derived from that ce poration; the merchandize which that company fells every year, amounts to 20,000,000 of florins; they proved that a free navigation to India for every citizen would destroy thofe advantages; farther, that the company is in arrear in the fum of 800,800,000 florins, owing to loans, grants, &c. made from 1782, to 1794; and that the chamber of Amsterdam is alone in arrears to the amount of 500,000,000. The report prefents means to restore the colony again to its flourishing condition, by fuppreffing the distribution of fpices, the yachts, the building of thips, and the importation in Dutch bottoms, the abolition of the fix chambers, of packets, &c.

A loan is erected for the benefit of Amfterdam, in which all the citizens of that city, worth above 2000 guilders, are obliged to take a part; for which they are to receive 3 per cent.

Upon the propofition of the deputies of Friefland it was refolved to omit, in letters, and conclufions thereof, intended for foreign countries, the words "liberty and equality," as incompatible with the titles of kings and princes.

Hague, August 4.

THE directors of the colony of Surinam have received a com munication from Frederici, the governor, in which he informs them that he had received an order from the ci-devant Stadtholder, requiring him to give a cordial reception to the troops and thips of his Britannic Majefty, the friend and ally of their High Mightineffes, that a vigorous defence might be made against an attack from the French. The requifition was dated Kew, Feb. 13.

The governor affured their High Mightineffes of his fidelity to the Dutch Republic, and declared upon his honour as a man, and an officer, that he was determined to provide for the fecurity of the colony, and, that, in conformity to the orders of their High. Mightineffes, he fhould without delay put it in the best poffible ftate of defence.

The meffage being read to the affembly of the provifional reprefentatives of the people of Holland, the fpirited conduct of the governor was much applauded, and thanks were voted to him.

Holland, Auguft 4.

THE treaty for taking 25,000 French troops into the pay of the Dutch Republic has arrived at the Hague, and is fully signed and ratified,

The committee of general confederation has written to the States General, that unlefs money is immediately had for the payment of the troops, the country will be thrown into the greatest confufion, and the caufe of freedom for ever loft. In confequence of this reprefentation, an office is eftablished here, for receiving the national contributions for the intended payment, which will inftantly take place.

The opening of our National Convention is fixed for the 1ft. of September.

The province of Guelders has determined to lay a duty on all English manufactures and merchandize.

Peace with Spain.

On the 2d inftant, their High Mightineffes having been extraordinarily convened, the Prefident Pypers made the following speech to them:

"High and Mighty Lords,

"Since the happy revolution that has taken place in this country, we have often been forced to hold an extraordinary fitting, in order to prefent reports which were far from being agreeable, and filled our hearts with pain. Now, however, high and mighty Lords, the ob

ject for which I have affembled you is, to make you partakers of the joy which I feel. It is on this day that I have the happiness to announce to you, that peace has been figned between the French Republic and the King of Spain, and that our dear country is comprifed in it.

"It is on this day that I have the happiness to announce to you that our brethren the French have gained a complete victory over the English, Emigrants, and Chouans, and that the infidious English minifter has again failed, in the attempt to impose a government upon France. I congratulate you, high and mighty Lords: an extraordinary courier, who arrived this morning from Paris, has brought these details. May the reading of them take from the enemies of our liberty, and independence, even the idea of being able to injure us in the exercife of our liberty; and may it infufe into your hearts, as it does into mine, the perfuafion that the days. of flavery are paffed, and that the days of permanent liberty are arrived.

S the embargo laid on all foreign veffels in our ports, produced a general stagnation of commerce, and caufed the bittereft complaints, even on the part of Dutch merchants concerned in thofe fhips, it has been refolved, that it fhall ceafe with the end of this month.

Refolutions paffed by the States General of the United Provinces, on the 22d of September, first Year of Batavian Liberty, in anfwer to the Memorial delivered by Citizen Noel,* Ambassador from the French Republic, in the name of the Committee of Public Safety.

IN confequence of the reprefentations which have been made to the affembly, and in confideration of the fentiments of cordial friendship manifested in the admonition of the National Convention of France to the inhabitants of this country, which was yefterday communicated to their High Mightineffes by citizen Noel, minister plenipotentiary from the French Republic, it has been refolved to make known to the minifter plenipotentiary, that their High Mightineffes are grateful for this new proof of the true and fincere interest which the French government continues to take in

the welfare and tranquillity of this country; that they will return thofe fentiments by all poffible means, being convinced that the happiness of the two nations is infeparable; and that the enemy of the one cannot be the friend of the other; and that the agitations which domeftic or foreign malevolence may produce in either of the two Republics, cannot fail to have an immediate influence on the happiness of the other; that their High Mightineffes, in order to revive the courage of the good citizens, and to fruftrate the machinations of the bad, have caused the said admonition to be communicated to the nation, through the medium of a publication, in order, by that means, to manifeft in the most evident manner, the fentiments which animate the French government with regard to the state of affairs in this country; fentiments worthy of a nation which has not hesitated to make the greatest sacrifices: and which, by its own experience, has a right to warn us of the danger that refults from inteftine divifions; that their High Mightineffes have no doubt that the faid admonition will make the most favourable impreffion on the minds of the people, and they hope, by that means, to acquire the ability of co-operating, in an efficacious manner, for the purpose of procuring a fair and permanent peace; that, confidering the fentiments of the French government in a true point of view, they requeft the minifter plenipotentiary Noel to exprefs, in their name, their gratitude to the committee of public fafety; that it has been peculiarly gratifying to their High Mightineffes to fee the faid fentiments manifefted by a minifter, who, by his perfonal character, has merited the esteem of all good citizens, and particularly that of their High Mightineffes; and that the prefent refolution of their High Mightineffes fhall be delivered to the faid citizen Noel by their agent, Sicher, as an answer to the faid admonition.

THE HE committtee appointed by the provisionary representatives of the people of Holland, to inquire into the letter written by the Prince Stadtholder to the governor of Surinam, gave in, on the 29th ult. the following report on the fubject, to the afferably of the. faid reprefentatives :

"Citizens Reprefentatives,

"You have been pleased to communicate to us the letter written by the ci-devant Stadtholder to F. Frederici, the governor of Surinam, dated Kew, Feb. 7, 1795, which contains the traitorous order, to admit at Paramaribo, as well as in other parts of the colony of Surinam, all fuch troops as should be sent thither by his Britannic Majefty; alfo to receive, in the rivers of the said co
