NORTHERN IRELAND

Northern Ireland has a total area of 5,462 square miles (land 5,206 square miles; inland water and tideways 256 square miles) with a population shown by the 1971 census to be 1,536,065 of whom 745,676 are men and 781,389 are women. The Government of Ireland Act 1920 established a separate Parliament for Northern Ireland, having a House of Commons of 52 members elected by universal adult suffrage and a Senate of 26 members. With the exception of certain legislative and fiscal powers expressly reserved to the United Kingdom Parliament, the administration of the Province was the reponsibility of the Northern Ireland Government. The Northern Ireland Parliament was, however, prorogued by the Northern Ireland (Temporary Provisions) Act 1972 which was passed by the United Kingdom Parliament on 30th March 1972. As from that date the former powers of the Northern Ireland Ministers and Governor were vested in the holder of a newly created post of Secretary of State for Northern Ireland.

The Northern Ireland Assembly Act was passed in April 1973 and provided for the establishment of a Northern Ireland Assembly of 78 members to be elected by the "single transferable vote system" of proportional representation. Elections to the Assembly took place on 28th June 1973. The Assembly held its first meeting on Tuesday, 31st July at which it elected a Presiding Officer.

The Northern Ireland Constitution Act passed in July 1973 abolished the Northern Ireland Parliament but contains provisions for the formation of an Executive within the Assembly and the consequent devolution of legislative and executive reponsibilities other than those functions of government defined as excepted or reserved in the Act. The Act also repealed most of the provisions of the Government of Ireland Act 1920 and abolished the office of Governor.

In accordance with the Constitution Act 1973 an Executive was formed at the end of 1973. The Executive was in office from 1st January 1974 until May 1974 after which the Northern Ireland Assembly was prorogued. During July 1974 the Northern Ireland Act was passed which made better temporary arrangements for the government of Northern Ireland and under which Northern Ireland Departments became subject to the control and direction of the Secretary of State. The Northern Ireland Act also provided for the election of a Convention, comprising 78 members elected by proportional representation, to consider "what provision for the government of Northern Ireland is likely to command the most widespread acceptance throughout the community there". That election took place on 1st May 1975 and the Convention began its work shortly thereafter.
