LETTER OF TRANSMITTAL

August 5, 1957. Supplemental Memorandum to Members of Committees on Interior and Insular Affairs, and Public Works:

Transmitted for your information is the text of comments received on Senate Resolution 148, introduced jointly by the chairmen of our 2 committees, with cosponsorship by 10 other Senators.

The resolution prescribes the procedures for, and the contents of, reports to the Senate with respect to proposed projects for conservation and development of land and water resources.

Senate Resolution 148 has two important purposes. The first purpose is to assure continued exercise by the Congress of its constitutional powers regarding land and water resource projects.

The second purpose of the resolution is to provide for full information to be available to the Senate in connection with authorization of comprehensive programs for conservation, development, and utilization of the Nation's land and water resources.

Senate Resolution 148 is a first step in compliance with directions of Senate Resolution 281, 84th Congress.

We informed the Senate, when we introduced Senate Resolution 148 on June 13, 1957, that comments on it would be requested of the executive agencies and others concerned. These comments have now been received, and are furnished to you herewith.

As we advised the Senate, a hearing on the resolution will be held jointly by our two committees. The date of the hearing will be fixed as soon as current business of the Senate permits.

A communication from Senators Watkins, Barrett, and Allott is included for the information and consideration of members of the committees.
