Stran v - April 1, 1878. SIR : I have the honor to transmit herewith a report on the lands of the Arid Region of the United States. After setting forth the general facts relating to the conditions under which these lands must be utilized, I have taken the liberty to suggest a system for their disposal which I believe would be adapted to the wants of the country.
