The appropriation made by chapter 53, section 1, of the laws of 1984, as amended by chapter 257, section 3, of the laws of 1984, is hereby amended and reappropriated as follows:

State aid to the City of New York for the development of an implementation [Feasibility] feasibility project [which shall include, in addition to the requirements in] pursuant to section 27-0503 of the environmental conservation law[, a detailed plan and schedule for the design and construction of resource recovery facilities at four sites with no more than one site for each borough].
