It is enacted by the General Assembly as follows:

SECTION 1. On or before the 15th day of January State boards, in the year 1924 and in each year thereafter each board, commission or department of the state government, except the legislature and judiciary, shall submit to the governor and also to the general assembly assembly. itemized estimates of appropriations to meet the financial needs of such board, commission or department, including a statement in detail of all moneys for which any general or special appropriation is desired at the current January session of the general assembly, classified according to relative importance.

SEC. 2. On or before the 15th day of January in the year 1924 and in each year thereafter each board, commission or department of the state government, except the legislature and judiciary, shall submit to the governor and also to the general assembly a statement of the income and expenditures of such board, commission or department for the three fiscal years next preceding said year in form suitable for comparison.

SEC. 3. Each board, commission or department tion as may be of the state government except the legislature and judiciary shall submit to the governor such further explanation of said estimates and statements as the governor may from time to time require.

The governor shall have the right to appear before any committee of either house of the general assembly and be heard in respect to any appropriation measure pending before any of said committees and make inquiries concerning said proposed appropriation measure during the consideration thereof by said committees.

It shall be the duty of the heads of each to appear before board, commission or department and their suborgeneral assem-dinates, except the legislature and judiciary, to appear when required. before any of said committees when requested to do so by the governor or by any of said committees and

GOVERNOR.

It is enacted by the General Assembly as follows:

SECTION 1. Section 35 of chapter 45 of the general
laws is hereby amended so as to read as follows:

"Sec. 35. He shall, during the month of November in each year, carefully examine the books and accounts of the general treasurer, his vouchers for the charges thereon, and the moneys or funds on hand in the state treasury, and shall report to the
