remaining of the amount herein appropriated shall be recovered into the general treasury and the state auditor shall then draw his orders upon the general treasurer in favor of the town of Tiverton for onehalf of such balance remaining and recovered into the general treasury, which sum is hereby appropriated out of any money in the treasury not otherwise appropriated for the purpose of reimbursing the town of Tiverton.

SEC. 4. This act shall take effect from and after its passage, and all acts and parts of acts inconsistent herewith are hereby repealed; provided, however, that if the town of Tiverton shall have failed to pay to the general treasurer the sum of ten thousand dollars mentioned in section 1 of this act, on or before November 30th, 1923, then the amount herein appropriated shall revert to the general treasury for the use of the state.

OF A PUBLIC HEALTH NURSE.
It is enacted by the General Assembly as follows:

SECTION 1. The vote of the financial town meeting of the town of Tiverton, held on the twenty-first day of March, A. D. 1923 in making an appropriation of two thousand dollars to help defray the expenses of the public health nurse in the town of Tiverton is hereby validated to the same extent as if said town had been fully authorized before taking said action.

SEC. 2. This act shall take effect upon its passage.

AN ACT TO ABOLISH THE BOARD OF POLICE COMMIS

SIONERS FOR THE TOWN OF WEST WARWICK.

Board of police commissioners for town of West Warwick abolished.

Powers and authority of board vested in town council.

It is enacted by the General Assembly as follows:

SECTION 1. Such portions of section 6 of chapter 1012 of the public laws, passed at the January session, A. D. 1913, entitled “An act dividing the town of Warwick into two towns," as are concerned in any way with the board of police commissioners for the town of West Warwick, are hereby repealed, and the board of police commissioners for the town of West Warwick is hereby abolished.

SEC. 2. All the powers and authority vested in said board by section 6 of chapter 1012 of the public laws, passed at the January session, A. D. 1913, are hereby conferred and vested in the town council of the town of West Warwick.

SEC. 3. All legal acts, matters and things done, and all rights and powers conferred and all duties imposed by the said board are hereby declared valid and effectual in all respects and shall continue in force until otherwise ordered by said town council.

SEC. 4. The clerk of said board shall forthwith deliver to said town council all their books, records, documents and papers and all other property of every kind and description relative to all acts and things done or performed by said board.

SEC. 5. This act shall take effect upon its passage, and all acts and parts of acts inconsistent herewith are hereby repealed.

It is enacted by the General Assembly as follows:

SECTION 1. SEC. 3. The town of Westerly is hereby authorized and empowered to hire not exceeding forty thousand dollars and to issue its notes and bonds therefor, or

either of them, and to renew such notes from time to Notes or bonds, time, or any of them, as the same become due. Said

notes or bonds shall be issued and sold by the town council of said town at such times, in such amounts at such rate of interest, in such manner, in such form or otherwise, and maturing at such dates as the town council of said town may determine.

If the said notes and bonds, or either of them, are issued the said town shall appropriate annually until said notes or bonds, or either of them, are paid in full a sum sufficient to pay the interest thereon, and all obligations of said town which may be created under the authority of this act shall be excepted from the operation of section 22 of chapter 47 of the general laws.

The proceeds arising from the sale of the said notes or bonds or either of them shall be delivered to the town treasurer of said town and shall be used exclusively for the purpose of paying to the general treasurer for the use of the state the sum of forty thousand dollars as provided in section 1 of this act.

SEC. 4. No notes or bonds shall be issued under the authority of this act until and unless the electors of the town of Westerly, qualified to vote on any proposition to impose a tax or for the expenditure of money, when legally assembled in a special financial town meeting, shall vote to accept this act, and the town council of said town is hereby authorized and directed to call a special financial town meeting for such purpose within sixty days after the passage of this act.

SEC. 5. Whenever said board shall complete the construction or reconstruction of said highway, said
