1 The Federal Board for Vocational Education has been charged with the responsibility of reeducating disabled soldiers and sailors. It is the intention of the board to use the resources of existing institutions and, so far as practicable, to train men in institutions as near as possible to their homes. The board is limited in its work of vocational education to beneficiaries of the war risk insurance act. Men are received for training after they are discharged from the hospitals and from the Army.
